In short, the elected leadership of Districts from all parts of the nation took the position last week that the growing needs of a grow ing nation will demand mroe from the grassroots and the local Dis tricts of the country and that Districts should prepare to move into a new and large phase of service to all Americans, in town and country alike. In other actions, the NACD board of directors voted to sup port proposed legislation for a special review of public land laws, as well as legislation which would expand the authority of USDA's Soil Cnoservation Serv ic to assist Districts serving suburban and non-farm cooper ators. The soil and water conservation districts are organized under State law and are managed absoj lutely by more than 14,500 volun teer, unsalaried local leaders. The bulk of their assistance, the tech nical help to landowners, is pro vided by the Soil Conservation Service.
