Due to the meth ods by which this inspection was administered, there was a great deal of confusion, great periods of waiting in line to be inspected and many other irritating experi ences connected with it There was such a great agitation upon. the part of the people because of the many inconveniences and troubles that the motoring public had to face in the inspection pro gram that the Legislature, in its wisdom, removed the law from the book of North Carolina. following year the date rate on the highways again increased by more than 16. The safety check bill presented by the Governor and now being considered in the Leg islature is materially different in those items that have to be in spected and in the administration in comparison with the 1947 law. Q: Who can qualify to inspect? A: Under the provisions, any person or firm with good charac ter and reputation that can meet the very simple qualifications will be eligible as inspection stations There will be no cost for the li cense to operate such stations. In all probability, beginning in Jan uary of 1966 the Commissioner of Motor Vehicles will issue each csr owner a sticker to be placed on his windshield. I would like to reiterate that statistics from the more than 20 other states that have inspection prove beyond a reasonable doubt that motor vehicle inspection will reduce collisions and will lower the death rate upon the highways. "Besides financial assistance for needy aged persons," said the Commissioner, "public welfare services to the aged are available regardless of economic status. They include counseling with el derly persons to help them plan continue to live normally in their own homes, visits by case- WorkerB tO licensed homes for the aged and family care, nomes to help operators meet residents'' needs, homtmaker services, and. counseling with relatives to help, them resolve plans for elderly, rel atives." . , i 1 , j Commissioner Brown stated that "the welfare of our older citizens is one of the primary concerns for public welfare."
