THE CHILDREN AND GRANDCHILDREN of Mr. and Mrs. Ralph Marion
Lee of Mars Hill will honor them with a tea in celebration of their 50th wedding
anniversary from 2:30 to 4:30 p.m. Sunday, July 7, at the home of Miss Mildred
Bingham and Miss Frances Snelson, Hunter Road, Mars Hill. All friends and
relatives are invited to attend. Mrs. Lee was Rowena Pittard before their
marriage July 9, 1924, in the Baptist Church in Nelson, Va. They have three
daughters: Mrs. Jane E. Froneburger of Gastonia, Mrs. Margaret Ann
Yandell of Columbia, S.C., and Mrs. Martha Lorena Kraft of Madison, N.J.
There are six grandchildren. Mr. Lee served as a teacher of history and
economics and assistant dean of Mars Hill College from 1926 to 1942, and
academic Dean of the College from 1942 to 1969. He retired in May 1971.

Notice is hereby given that Westco Telephone Company (Applicant)
has made application to the North Carolina Utilities Commission for
authority to increase its rates and charges for intrastate telephone
service in North Carolina. The present and proposed main station rates
and amount of increase by exchanges are as follows:

In addition to the basic rates and charges set out above and other
monthly charges directly related to these rates, the Company proposes
increases in the rates and charges for extensions, directory listings,
PBX and key system components, key system lines, miscellaneous
equipment, and service connection and other non-recurring charges.
The Company also proposes adjustment of zone charges, increases in
miscellaneous mileage charges, and elimination of charges for colored
hand sets.
Details of the proposed changes, are available at any Westco
Telephone Company business office In North Carolina or at the Nortt)
Carolina Utilities Commission, Ruffin Building, One West Morgan
Street, Raleigh, North Carolina, where a copy of said application is
available for public review.
In justification of its application, Applicant alleges that its last rate
adjustment was based on a twelve-month period ending December 31,
1971, that it has been faced with increased costs in virtually all aspects
of its operations, and in addition has made substantial investments in
its facilities for the purpose of increasing and improving its services to
the public; and that the present rates are insufficient to provide the
Applicant with a fair and reasonable rate of return on the fair value of
its property and therefore needs $501,746 of additional revenue.
Notice is given that the matters for investigation and hearing in this
general rate case, when heard, shall include not only a determination
as to whether or not the proposed rates are just and reasonable, but also
a determination as to whether or not some or all of Westco's presently
existing rate structure should be changed.
The Commission has set said application for hearing at locations and
dates for certain purposes as follows:
a. Sylva, North Carolina, on December 10 and 11, 1974 at 9:00 a.m.
in the Courtroom, Jackson County Court House, Sylva, North Carolina.
The Commission will hear the testimony of public witnesses, and the
testimony and cross-examination of the Applicant, the intervenors, and
the Commission Staff.
b. Asheville, North Carolina, on December 12 and 13, 1974 at 9; 00 a.m. in
the Courtroom, Ninth Floor, Buncombe County Court House, Court
House Plaza, Asheville, North Carolina. The Commission will hear the
testimony of public witnesses and the testimony and cross-examination
of the Applicant, the intervenors, and the Commission Staff.
The Commission requires that Westco Telephone Company Inform Its
customers of the following procedures by which their
comments regarding the rate application can be made part of the
record of the case upon which the Commission must base its decision.
Persons desiring to intervene in the matter as formal parties of record
should file a motion under North Carolina Utilities Commission Rules
R1-6, Rl-17, and RM9 ten days prior to the hearing. Persons desiring to '
present testimony for the record should appear at the public hearing.
Persons desiring to send written statements to the Commission should
submit their statements prior to the hearing, and should Include any
information which those persons wish to be considered by the Com
mission Staff In Its Investigation of the matter. The contents of letters
and petitions will be received in the official file as statements cf
position. Specific facts will be considered on the basis cf test.'mcny
