Republicans Attend Bush Dinner Sat. Several Madison County Republicans attended the George Bush dinner and Curtis Ratcliff rally at the National Guard Armory in Asheville Saturday night. Bush, a former Texas congressman, head of the CIA and ambassador to Peking, predicted that Ratcliff would be one of the new faces in Congress next January. The dinner was catered by Phillip Ball of Man Hill. Music was provided by the Chris Carrier String Band. Ratcliff said he opposed RARE II wilderness area study, but favored a balanced federal budget, increased Social Security benefits, and the Kemp-Roth Tax Cut Bill. Asked if he would campaign in the district with U.S. Sen. Jesse Helms, a leading con servative seeking re-election this year, Ratcliff said, "I think he is an asset to the ticket, and I would be proud to serve with him in Washington." Patsy, lives on Route 1, Port Deposit, Md., is participating with other American and allied troops in REFORGER *78, NATO's largest yearly exercise, held in Germany. More pun 11,000 soldiers were flown to Germany and some 37,000 tons of equipment and supplies have been shipped from the United States for the massive exercise. REFORGER (Return of Forces to Germany) results from a 1967 agreement bet ween the United States, United Kingdom and the Federal Republic of Ger many. The United States agreed to return stateside based forces to Germany each year for exercises to demonstrate allied solidarity. The entire exercise em phasizes the orderly disposition of forces and stressed deployment procedures and techniques. Payne, a battallion motor sergeant with the 6th Field Artillery in Hanau, Germany, entered the Army in October 1967.
