(1) The adverse impacts described
within the environmental assessment
are not intensive in nature, and are
limited to only slight increases in noise
pollution ond sedimentation during the
project.
(2) The adverse impacts will involve
only a small portion of the square mile
project area at any one period of tho pro
ject.
(3) The project is scheduled for a dura
tion of only eighteen (1*) months, so that
any adverse impacts will be short-term.
(4) The long term beneficial impacts
of the proposed project, improved hous
ing and water supplies, outweigh any
limited, short term adverse impacts.
An Environmental Review Record
respecting the within project has been
made by the County of Madison which
documents the environmental review of
the project and more fully sets forth the
reasons why such statement is not re
quired. This Environmental Review
Record is on file of tho above address
and is avaiiablo for public examination
and copying, upon request, between the

No further environmental review of
such project is proposed to be conducted,
prior to the request for release of

Department of Housing and Urban
Development to release federal funds
under Title I of the Housing and Com
munity Development Act of 1974 (PL

The County of Madison will undertake
the protect described above with Block
Grant funds from the U.S. Department
of Housing and Urban Development
(HUD), under Title I of the Housing and

the certification was not in fact executed
by the chief executive officer or other of
ficer of applicant approved by HUD; or
(b) That applicant's environmental
review record for the protect indicates
omission of a required decision, finding,
or step applicable to the protect in the
environmental review process. Objec
tions must be prepared and submitted in
accordance with the required pro
cedures (34 CFR Part 5t.31d) and may
