E LEAKE COMMISSIONERS | Sept 24; Oct. 3, 1904 Haynie Criticizes Helms' Position On ARC Citing the benefits Madison County has received from the Appalachian Regional Commission, Roger Haynie of Marshall last week criticised Sen. Jesse Helms for seking to dismantle the program. Haynie is a state proba tion officer and heads Gov. James Hunt's campaign in the county. "If Jesse Helms had his way, Madison County would have gone without over $16 million in ARC fun ding," Haynie said. He cited a IB million ARC grant for the French Broad Electric Cooperative's Mar shall hydoroelectric plant and more than $2 million for the Hot Springs Health Program as examples of the role the commission has played in Madison County. "Surely Jesse Helms can't call the ARC aid to our health programs and utilities wasteful. The good the ARC has done for our county is visible every day. Why would Senator Helms deny us this?" Haynie said. Haynie added that Helms has been in the minority in opposing the con tinuation of the commission. "Helms has voted against funding for the ARC and in 1973 and 1979 he voted to eliminate the commission entirely. Senator Helms has obviously been out of touch with the people of our county if he can't see the good the ARC has been doing us." Haynie said Gov. Hunt has con sistently been a supporter of the com mission, lobbying for increased fun ding and testifying before Congress. Haynie quoted Hunt as describing the ARC as "a shining example of how the system ought to work in this coun try. The continued existence of ARC is crucial to meeting the economic development and transportation needs of North Carolina." "The difference between Jesse Helms and Jim Hunt on the ARC is crystal clear," Haynie said. "The dif ference shows more than just Helms' opposition to the ARC.
