SUB 73 THE NORTH CAROLINA UTILITIES COMMISSION NOTICE IS HEREBY GIVEN that the Norm Carolina Utilities Com mis ?ion has Instituted a proceeding to In vestigate whether currant tariff pro prohibiting the sharing and of local exchange telephone service should be modified. The pro ceeding was undertaken in response to a June 27. 1M4. tariff filing by Southern Bell Telephone and Telegraph Company which provides service. The tariff would allow, for example, the owner of a multi-tenant office building to furnish telephone service to the firms occupying his of fices by sharing or reselling local ser vice furnished to him by Southern Bell. The Commission would also con sider in this docket a tariff filed by Southern Bell on October 11, 1904 which proposes to establish rates and regulations for Public Telephone Ac cess Service whereby subscribers would be allowed to connect FCC registered coin-operated or coinless stations to measured rate local ex change lines. The Commission has concluded that the filings raise basic legal and policy issues and that a general in vestigation involving all regulated telephone companies should be con ducted. In this investigation, the Commission will consider not only the revisions proposed by Southern Bell but also whether or not similar revi sions should be made in the tariffs of other telephone companies. The Utilities Commission has suspended the proposed tariffs, has set the matter for investigation and hearing, and has made all regulated telephone companies in North Carolina parties to the proceeding. FUTHER DETAILS The details of the proposed tariffs are available at telephone company business offices or at the North Carolina Utilities Commission, Dobbs Building, 430 North Salisbury Street, Raleigh, North Carolina, where a copy of Southern Bell's tariffs are available for public review in the of fice of the Chief Clerk. The Commis sion will consider additional or alter native revisions which were not in cluded in the original tariffs and may order changes which differ from those proposed by the Company. Upon request, the Commission will place copies of the tariff in centrally located public libraries. The material may be copied without prohibition at the library. HEARING SCHEDULE The Commission has scheduled a hearing in Raleigh to receive testimony on this matter from the regulated telephone companies and other interested parties. Other persons desiring to present testimony for the record should ap pear at the public hearing. Persons desiring to send written statements to the Commission should submit their statements prior to the hearing and should include any Information which those persons wish to be considered in the investigation of the matter. The contents of the letters and petitions will be received in the official file as statements of position. Specific facts, however, will only be considered and on the basis of testimony presented at the public hearing.
