Joel Bascombe Long Awaited Dream Becomes A Reality A long awaited dream is close to becoming a reality in Hot Springs as the first gruop home for mentally retarded and developmen tally disabl ed adults in Madison County nears completion. The home will be located on an acre of land at the corner of Route 25-70 and Mountain Heights Road on the west side of town. Con struction should be completed by the end of July and the home in operation by the end of summer. The Madison County Group Home was orginally approved by the US Department of Housing and Urban Development in late September, 1965. $227,500 in construction funds were set aside for the project provided a suitable consturuction proposal could be submitted for approval. The Greensboro HUD office accepted a construction proposal in December 1987, and Construction began in January 1988. A board of directors composed of county residents interested in the suc cess of the project was selected dur ing the winter months and has been meeting regularly. By laws and ar ticles of incorporation have been ap proved by the board; building, per sonnel, program, and budget commit tees have been formed and are ac tive; and in its June meeting, the board selected Randall Lanier, a Hot Springs resident long interested and involved in work with the menatally retarded, to be director of the new group home. Lanier has been impressed and pleased by the reaction of local residents to the new home. People have offered to help in a variety of ways. Many people have welcomed the home as a "good thing", a "beautiful place," a "good and much needed service." The Madison County Group Home will provide a home for six mildly or moderately mentally retarded and developmentally disabled adults over 18 years of age. Some may have an associated condition such as cerebral patsy. High priority will be given to residents of Madison County who meet the criteria for admission Applicants must have substantial functional limitations in at least four of the following areas: self-care, language, independent living, learn ing, mobility, self-direction, and economic self-sufficiency. A client who has only three of these areas with substantial fucntional limitation, but who has a diagnosis of mental illness may be considered for admission. Group residents will be required to. participate in a day activity outside the home, either in structured and supervised employment, or in a day center program such as that provided by the nearby Hot Springs Unaka Center. At home, residents will be engaged in the normal activities of any family of six: preparing food, caring for house and yard, recreation activities, laundry, baths and showers, personal and household maintenance. Lanier's hopes as director are, as much as possible, to see these six peo ple interact as family. Six people, developmentally disabled, yet learn ing to live togethers to manage a house and to manage their own In dividual lives. The new director was hired at the end of June. At present he has no phone, no office, no staff, no clients. His immediate goals are to hire staff once job discriptions have been developed, to purchase equipment and furnishing for office and the group home once budget approvals have been secured, to receive client applications and together with a board welcome new residents. The brick residence is being con structed by Arpin Construction of Mars Hill. It includes seven bedrooms, a living room, dining room, a kitchen, the director's office, and three full bathrooms.
