NOTICE TO THE VOTERS Here are some of the reasons -why I wanted in the Democratic primary: It is the place to commence and vote for men for the legislature and on to Governor, that will solemnly avow, they will cut down the expenses of state and county government, cut out all offices that are not necessary to tho weloeing cf the state (o which there are thousands y cut the salaries and if they get like one of our Con gressmen, he was not in favor of cut ting his $10,000, he was a $20,000 man. At home, now I will guarantee that there is farmers in his district that would gladly take the job and fill the place as safe as he for $5,000. And cut the land tax and repeal these laws that have sold thousands of our homes, and are going right on celling if something is not done. One out of eight perhaps can pay taxes asvthey are sucking the state, county or mu nicipal tea. I want to eay right now, the salaries ought to be cut to the ibone, and if they don't want the of fices, the poor old farmer will fill them, at half the present salary to pay ;g' taxes. I aee the Durham city cour, Bnd county commissioners hare voted to postpone the sale of hoju' for taxes During the 1927 session of the General Assembly, in which my opponent participated as a member from Haywood County, a law was enacted by that body, which provides that the owner of a home or land, after its sale for taxes, shall pay a penalty as high as 20 per cjent on the entire amount of taxes, together with all Court Costs, which is the same as any other civil action, Commission ers' fee of 5 per cent and a reasonable attorney fee. . This same law gives the tax-payer, who is able to pay in advance of a certain date, a discount which in effect "Gives to him that hath" a discount of as high as 5 per cent, and from "Him that hath not, it taketh away even that which he hath" to the amount of a penalty as high as 20 percent, to which is added the Court costs, Com missioners fee and attorneys fees of his adversary in the event of foreclosure. During the time the law has been on the statute books, 679 cases have been instituted against that numb er of home and land-owners in Haywood County. .The records in the oflute of the Clerk of the Superior Court show that 412 of the cases have been prosecuted to final judgement, leaving 267 of the cases unfinished. From the 412 suits, Haywood County actually received as taxes and penalties, the sum of $13,878.29, but that number of lax-payers were forced to pay the staggering sum of 826,274.50, in order to pay off and settle the above sum of $13,878.29, or loose their savings and investment of a life time, Under this law, $12,396.21 was wrung from our people, by reason of the unjust law enacted during the session of 1927, and from a people who were least able to bear it. For instance, one tax payer owed the County the sum of eighty-five cents in tax and penalty, but be fore he could save his property, the sum of $39.22 had accumulated. ; This gives the tax payer some idea of the working of the above referred to law. (See judgment Book 10, page 91). The Commissioners of Haywood County have no discretion in the matter, but are subject to indictment, under the law, if they do not act. The above figures, in no way, take into consideration the 267 suits now pending, and the hundreds of homes and farms of the citizens now ready to be advertised under the law enacted during the session of 1927, when the masses of our people are totally unable to pay Court costs and fees, and preserve their homes and thereby preserve the vitals of this very commonwealth itself. If I shall be elected to the State Senate from this District, it shall be my purpose to exert all the influence at my command to bring about a repeal of this unjust law, and to introduce and work for the passage of a law which will be just, equitable and fair to all the citizens of the County. Conditions have changed, and changing conditions impose their irresistible wills upon us, and we must change with them. .The expense of the Government, State, County and Municipality must be redacted in pro portion to our constantly decreasing earnings and in comes, as weH as in proportion to reduced value of our lands.
