age6 rHE WAYNESVILLE MOUNTAINEER THURSDAY, FEBRUARY 16, 193: LEGISLATORS SCORNED FOR NOT ATTENDING TO BUSINESS OF THE STATE IN THE MORNING Desire For "Beauty Sleep" Is Said To Be Real Cause For Not Meeting. RALEIGH, A majority of the members of the general assembly still refuse to have their morning's sleep interrupted and decline to attend any sessions of the general assembly be fore noon. For in spite of repeated efforts made by Lieutenant Governor A. H. Graham and Speaker R, L. Har ris to get the meeting hour moved up at least to 11 o'clock, a majority in both houses continue to set the hour at 12 o'clock noon. The excuse (riven by those who favor the noon hour for the conven ing of the general assembly is that many members cannot attend a ses sion at any earlier hour because of committee meetings in the morning. But those who know the facts know that this is given as an excuse rather than as a reason and that the real cause for the unwillingness to meet earlier than noon is that an earlier cession would make it impossible for many members to get their "beauty sleeps" until 10 or 11 o'clock. For many of the members of the general Assembly do not go to bed until very late frequently long past midnight with the result that they do not want to get up early the next morn ing. It is a fact that a few committee meetings are scheduled in the morn ings. But it is also a fact that most of these morning committee meetings are poorly attended and that frequent ly a quorum is not present and the meatings have to be postponed. That was the case yesterday with the sen ate committee on Propositions and Grievances. Most of the morning committee meetings are not schedul ed until 10 or 11 o'clock. It is con tended by those who favor the earlier meeting hour for the general assem bly that these committee meetings could be held just as well at 10 o'clock or even at 9 o'clock so that they could finish their work easily for an 11 o'clock legislative session. But with many the call of the bed seems to be stronger than the call of duty. The noon sessions interfere much more with the committee meetings in the afternoon than would earlier sessions with morning committee meetings, it is contended by those who favor earlier sessions. When the legislative session does not start until noon, it is often 2 or 2:30 in the after noon before it can clear its calandar and adjourn. This means that com mittee meetings scheduled for 2, '2:30 or even 3 o'clock have to be post poned and that the work of the entire legislature is delayed. "There is enough work for the en tire legislature to do to devote the entire day to it and it should not try to crowd a day's work into a few hours in the afternoon." said Repre sentative V. C. Ewing of Fayette-, ville who favors an earlier meeting hour. Quito a number of others agree with him. But so far they have not been able to get enough others to agree with them to bring about an earlier meeting hour. There are indications, however, that the people "back home" are beginning to hear about it and to wonder why their representatives cannot get up and get to wink 'before noon and what they are doing at night to make it so difficult for them to get out -of bed in the mornings. So "far there have been no night legislative sessions ex cept Monday night and very vew night committee meetings,. So it is not legislative business that is 'keeping the members of the legislature aip so late. . But so far the fact remains that j both houses have resisted all efforts i Assistance In Filing Income Tax To Be Given A St at v '.iresentutive of the United Internal Revenue Department will . in Waynesville February 1 1 t .'.ssi-t taxpayer; in filing Federal Income Tax Returns.
