Senator Iatton also joined Mr.
Francis in obtaining passage of a bill
to .-top' for one year mortgage corn
panics from foreclosing a deed of
trust on real estate, thus, giving
debtor one yr in which to make
arrangements to retain their prop
erty. Mr. . Francis said that' he went to
the Senate with his mind made up to
oppose every move to place a general
sales tax upon' the statute books. He
fought it to the las', ditch, voting
against it every time it came up. but
when it was seen it was goiiy to pass
any way. he supported an amendment
to strike out such necessities in the
home as flour, lard, meat, bread, sugar,
and other absolute household needs.
In that way he assisted in taking the
sting out of the' measure.
An amendment was made to the
revenue bill largely through the ef
forts" of Mr. Francis, to increase the
franchise tax of the power, telephone,
telegraph, and railroad companies, in
order tha: the sales tax might be
kept down to the minimum. It i-1
estimate,! that this amendment will
increase the amount of revenue "o

Senator Francis also introduced a
bill, similar to the Sullivan law for
liuncoiube county, to allow offsets in
the liquidation of banks in the coun
