A flood of letters from tobacco farmers has poured into the Tobacco Section of the A. A. A. since the pas-age of the Kerr-Smith TobaA o Act. Sincp this far-reaching and pioneering mea.-jre appears to be uppermost in your minds right now. I'd like to give by ideas on some of ils important provisions. You can disagree, if you like. This is a friend ly personal visit and not an uff cial lecture. Human nature forges to the front in most cf these letters. Non-co-ope-erating tobacco farmers are seeking a loop-role to escape the tax and are asking that their case be made an exception. A great many of these are doomed to disappointment- If they can secure an equitable base un der the reduction contract, the law clearly states they will not be allotted tay-payment warrants, unless they can sign a contract. Large growers, especially, who wish to escape pa ment of'the tax should take advan tage of the extension of time to sign a reduction contract. The final day is July 2h or thirty days from the signing of the bill by President Roose velt. This seems fair enuugh to me- I see no logical reason why large or small growers who can qualify for an equitable base, should fare-better man co-operating growers, who have ledu.ed acreage and have made higher pi ces possible. In my opin ion these growers Miould sign up or should take their medicine without complaining. Fvery effort will be made to take care of small growers who, through circumstances neyond their control wele unable to qualify for an equi table base, under the reduction pro gram. This is right and is the hu 111. in thing to do. After all, the "New Deal" stresses human values and the gleatist good to tile largest number.
