Some time ajro Secretary Wallace had hi.s economic advisor on finance, Gardiner C. Means, to make a study of the NRA and the AAA with a view to ' clearly understanding the conflicting policies of these emergency airencies Although intended for private study the report will become a public document in pu.-.-uance to a Senate resolution introduced by Sena tor Borah. The expert points out that they are "contradictory and confused" understandings, and suggests that the remedy is to eliminate monopolies or tke brinir them under the control of an industrial policy board on which the government as well as economic interests will be represented. 475 is for general uses, and $472,- 000,000 for the AAA. The estimated revenue is expected to be somewhat more than the ordinary expense of the government for the year. The President did not speculate upon a balanced budget except to point out that such deficit as o.curs in liMC would be due to expenditures to give work to unemployed, anil that these would decline "as rapidly as private industry'' U able to reemploy those now out of work- PustmasU-r General Farley express ed the hope that his next annual re port will describe transpacific air transport service, and calls attention to the fact that plans for a trans atlantic air service have further ad vanced. He says that reduction of the air mail postage rate has pro duced an increasing volume of air mail, that the service now includes) more mileage and cities than ever before and that a result of canceling the former contracts the average rate of pay per mile Ls 2fi:802c compared with an average of -J.'ic a mile prior to annulling the contracts. For national defense the budget requests $4S'J,S71,347 for the navy department and $:Nl,0.VU4."i for the war department. These figures rep resent increases of $189.85:t,49D and $:, f.',.r2:i respectively. N'on-mil-itary activities of the army, under the Corns of Engineers, were allow ed $50,330,926. He insists that the 3c letter mail rate must be continued to prevent a loss of 75 million dollars per year in revenue. Referring to the debated postal surplus of $12,161,015 for 1934, Mr. Farley -says that this compares with deficits ranging from 4H mil lion to 14.'! million for the previous four years, and that these amounts were arrived at after adjustments for non-postal items authorized by law. These '-.include-the air mail subsidy, the ocean mail subsidy, franked and enalty mail- President Roosevelt in his budget message requests $8,52U.4i:S,G0!) for the fiscal year l'.Kili, including a lump appropriation of about four billion dollars to be spent virtually a.s he pleases. This would m 't". a deficit of fou:- and a half billion dol lars for the fiscal vear ending June 30, 1936, and an increase of 3 bil lion in the national debt, bringing it to a new high record of $34.2:19.000,. 000. For ordinary ."-'expenses the budget : is : 3,301,968,125, to which must be added statutory debt retire ments of at least , $034,434,000. For emergency purposes $4,110,011,- Practically every army branch received- an increase. The armv will have 12.000 , 82H warrant officers, 1 18-750 enlisted men and 6,415 Phil lipinc scouts. The Air Corp-; receiv ed half of the increased arm" appro priation, and will purchase 547 new plane during the year, which will give it 1,452 machines, practically all of which will he less than two years of age. Reserve organizations fared well, trie National Guard getting $30,812,798 and the organized reserve $5,617,674 both being increased more that $1, 2CO,000. The Reserve Officers Training Corps gets $3,323. 246, a slight increase and the Citi zens Military Training Camps about the same as last year. The navy would be given 11.000 additional men. bringing the total strength to !KS,f00 to provide person nel for vessels under construction. $22,500,000 is provided for new air craft. $12,500,000 for planes for new carriers anil $140,000,000 for the con struction of naval vessels. This in eludes $48,000,000 to complete vessels authorized before 1029, $60,000,000 to continue work on twenty vessels start ed the present fiscal year, and $32. 000.000 to besrin twenty-four vessels during, the 1930 fiscal year.. These new shins will include a 14,500 ton air craft carrier, two six-inch, gun crusiers. 3 destroyers, and 6 submarines- -For maintenance and operat ing purposes the 1936 estimate amounts to $308,689,090. The reader should of course under stand that the items and. amounts set forth" above are the requests con tained in the budget, which mav or may not be appropriated by Con press. The chances are- however, that most of them will be in line with the estimates. Washington NOT E S SCORES TOWN SEND PLAN Miss Frances Perkins, Secretary of Labor, says that the Townsend Flan to pay pensions of $200 per month to persons sixty years of age and over would give to 9 per cent of the pop ulation more than half the entire in come of the country. . FIGURES President Roosevelt estimates thafi the Treasury will collect 43 cents for every dollar it spends this year, and 47 cents next year. ONE MULE The budget submitted to Congress by President Roosevelt, shows that the ireasury uses one mule for haul ing spars and like objects up and uown tne beach lor the coast guard. PRINTING, $2,700,000 Public printing and binding for the legislative establishment vhich ini clude the Congressional Record, is expected to cost the nation $2,700,000 next year. SENATE TO BACK VETO A recent poll indicates that the sen ate will uphold the presidential veto of the soldiers' bonus bill. CONTRIBUTORS Several duPonts, Hal F- Roach, mo tion picture producer, and a number of others contributed $104,830 to the American Liberty League during the first four months of its existence. However, Alfred E. Smith, one of its founders, and John W. Davis, former Democratic candidate for the presi ; dency, made no contributions. TREASURY PLANS The Treasury plans to complete its 1935 borrowing within the next six months. It expects to need $4,606 059,450 in new money and to carry out a number of refunding opera tions. At this time the Treasury has a nice balance of slightly more than two and one-half billion dollars.
