Special Session RALEIGH Governor Khnnghaus, as was generally believed, is seeking to avoid a special session of the Gene ral Assembly. This is revealed 111 a letter written to the North Carolina Senators and Representatives in Congress, with enclosure of the enabling act passed by the General Assembly on its clos ing dav which gives the Governor and council of . state authority to set up a plan for unemployment insurance in any of the State departments. Governor Ehringhaus asks the na tional legislators to watch legislat tion in Congress -with a view of en actments which will not involve ap propriations and not require a special 4si0R -(if the N. l. General Assem bly to pass acts to conform to the national, legislation. This national legislation on unemployment insur ance was expected earlier, before the X. C. assembly adjourned but was not reached, and the last-day enabling act wa pasr-ed with, the hope that it would be sufficient to meet the federal requirements.
