For Spain Charges that a "spy ring" is oper. ating in the United States in behalf of the Spanish Fascist insurgents were made by Senator Nye, North Dekota Republican, and Representative Ber nard, Minnesota Farmer-Laborite. Their charges involved former Ambas sador Juan Francisco de Cardenas and other former officials of the Spanish embassy. Nye filed with Senate translations of letters he said were written by members of a New York shipping firm, to various persons in Spain, Mex ico, France and Cuba, many of the letters dealing with shipments of arms and suppies to the Spanish loyalists.
