The Constitution fixed the membership at 65, but the number has changed since that early date, Lemke points out that the reduction would save the tax payers large sums of money, as each Congressman gets $10,000 in salary, his traveling expenses, and other perquisites. The, change also would work to the rela tive advantage of the unpopulous states. For example, while Che House as a whole would be cut 68 per cent, North Dakota, whose 680,845 people now have two representatives, could not possibly be cut more than 60 per cent since the Constitution says each state shall have at least one repre sentative.
