Where it is necessary for a mer
chant to refund a ration stamp for
shoes, they must issue a special
stamp known as "OPA-rV1708".
The merchant dates this special
stamp, and writes the number of
the person's war ration book to
whom it was issued. This special
stamp has no value unless the cus
tomer presents his war ration book
along with the special stamp when
purchasing shoes.
