Withholding Tax Changes
Taxpayer Will Pay No
More Than Heretofore
WASHINGTON. Your next
pay check will probably be from
B dime to several dollars different
from your last.
The reason lies in taxes:
1. Income . taxes. The amount
withheld may go up or it may go
down. In many cases you'll feel
the difference on your first pay
day of 1945, even if the money is
paid for work done in 1944.
2. Social security taxes. Most
employes making more than $3,000
a year have been enjoying a little
vacation from the one per cent de
duction for old age and survivors
insurance. This deduction now
starts again.
The social security tajt was sup
posed to increase to two per cent
January 1, but Congress wouldn't
allow it. The deduction stays at
one per cent
As for income taxes, whether the
amount withheld goes up or down
depends on several things.
In the first place, Congress has
made some changes designed to
bring the withholding tax more in
line with the actual income tax
finally paid.
At the end of 1945 the average
employe won't owe the government
so much, or be owed so much by
tne government, as in 1944. The
total amount received by the gov
ernment isn't expected to change
much.
Suppose Jones and Smith are
paid by the week and each claims
credit for a wife and one child.

Jones earns $50 a week. Smith
earns $59. l)p to now, their with
holding tax has been the same, $5.
From now on, Jones will pay only
$4.40. Smith will pay $6.30. It's
all in more precise tables drawn
up by the lawmakers.
Congress also fixed the tables so
that several million persons who
have been paying only part of their
income tax by withholding now
will pay approximately all of it by
that method.
Income tax rates are graduated,
so that the more you earn, the
higher the rate. But heretofore,
all withholding has been at the
minimum rate. That means many
persons earning good salaries had
to make large supplementary pay
ments in addition to their with
holding. Under the new tables, withhold
ing will take care of the full tax
on a single persons income up to
$5,000, or a married person's in
come up to $5,500 with $500 addi
tional for each dependent.
For everybody affected by that
change, the withholding tax will
go up, but he won't pay any more
tax in the long run. He simply
goes on a complete pay-as-you-go
basis.
That's not all Congress did. It
set up a new system of giving
credit for dependents. This will
change the amount of income tax
for a lot of people.
In general, exemption are more
liberal. For example, exemption
can be claimed for dependents over
18. On the other hand, each de
pendent now must be closely relat
ed to you. Your cousin or your
uncle's wife won't count. Nobody
having $500 of his own income
will count, either.
The amount of the exemption
is different, too. Up to now, it
has been $500 for a single person
or $1,200 for a married couple,
plus $350 for each dependent.
Now it's straight $500 a person.
This means a man with a wife
but no children suffers a $200 cut
in exemption, and his tax rises.
A man with a flock of children
gets more exemption for each of
them and his tax is prettv sure to
be less.

ing table shows the new 1945 in
come tax withholdings for em
ployes who are paid once a week.
The columns numbered 1 through
5 refer to the number of exemptions
claimed. No. 1 means you are
claiming exemption only for your
self. No. 2 might mean a husband
and wife, or a single person and
one dependent. No. 3 could be a
husband, his wife, and one child.
And so on.

Service Defines
Veterans
A "veteran of World War II",
as defined in the War Manpower
Commission's employment stabili
zation program, means a person
who served in the active service
of the armed forces of the United
States subsequent to December 7,
1941, and who has been discharged
or released therefrom under other
than dishonorable, it was announc
ed this week by Mrs. Edith P. Al
ley, manager of the local office.
Dr. J. S. Dorton, State WMC
director, calls attention to this
definition, which applies also to
any individual who was released
or assigned to the inactive reserve
after a period of active service
subsequent to December 7, 1941,
because of the confusion that has
arisen relative to hiring veterans.
A veteran of World War II,
under this definition, is not subject
to hiring controls under the em
ployment stabilization program,
andmay select the job of his choice
without restriction. Individuals
released from the armed forces
prior to December 7, 1941, are not
veterans of World War II and
are subject to the same hiring re
strictions that apply to other in
dividuals under the employment
stabilization program, it was learn
ed from Mrs. Alley.
The date, December 7, 1941 sepa
rates the two classes of veterans,
and employes are asked to note
the distinction.
Returns To Pacific
Sarah Ferguson
Enrolled At Naval
Training School
Miss Sara Elizabeth Ferguson,
daughter of Mrs. Fannie J. Fergu
son, of Soco Gap Road, Waynes
ville, was recently enrolled at the
Naval Training School, (Yeoman
W) of the Iowa State Teachers
College Campus, Cedar Falls,
Iowa.
Wave Ferguson was selected for
her special training on the basis
of her recruit training aptitude
tests and past civilian experiences.
The course of yeomen study in
cludes shorthand, typing, Naval
correspondence, records and forms,
and current events.
When Wave Ferguson success
fully completes her theoretical
course she will be sent to other
duty stations where, after actual
experience in a practical Navy job,
she will have the opportunity to
qualify for a petty officer rate.
THOMAS H. CALDWELL, SPV,
Second Class, son of the rate Mr.
and Mrs. Andy Caldwell, of Way
nesville, has reported to the Naval
Air Station at Alia Meta, Calif.,
after spending several days leave
here with his wife, the former Miss
Mae Trammell.
He has had 13 months service
in the Pacific war theatre and is
returning to that area. He enlist
ed in the service in April, 1943,
and was first trained at Bain
bridge, Md. From the latter he
transferred to San Francisco,
was sent to Norfolk, Va., and then
Calif., where he was assigned to
sea duty.
At the time he entered the ser
vice he was employed at the A
C. Lawrence Leather Company
Sicily and Italy.
At the expiration of his furlough
he will return to his organization
in Italy, where he is serving as a
supply sergeant in a unit of the
15th Air Force.
