I Public health nursing is an or
ganized community resource for
furthering public health measures
designed to prevent and reduce
sickness and to produce positive
health. These measures include
environmental planning for health
and safety; opportunities for gain
ing knowledge and attitudes fa

facilities for diagnosis and for
preventive and restorative treat

public health nurse is essentially
educational, whether her service ;
is in the form of nursing, care j

health: to encourage and teach the
use of health and medical re
sources; to contribute toward the
adjustment of social conditions to
the end that the individual and
the family will become resourceful
in mectinjr their health needs. The
public health nurse has a com
munity responsibility in keeping
before the attention of its citizens
the needs and reasons for ade
quate facilities, and services; in
helping the community to under
stand and apply efficient, economi
cal methods of administering and
coordinating nursing services in
order to obtain maximum bene
fits without duplications and in
equalities. Forty years ago there was less
than 500 public health nurses in
the United States. In 1944 this
number increased to 20,000.
In order to develop n health
program that will include the
more than 1,000 counties in the
United States, who now have lit
tle or no public health nursing
service, more than three times
this number will be needed. A
recent estimate by the U. S. Pub
lic Health Service calls for a to
tal of 69.000 community public
nurses plus 20,0011 industrial
nurses.
Public health nurses are gradu
ate registered nurses who have had
post-graduate work in public
health nursing. For the dura
tion of the war graduate register
ed nurses arc being used under
a special classification as War
Emergency Nurses.
Public health nursing ltas been
declared an essential service. The
directives to the procurement and
assignment committees have been
to classify every public health
nurse as 4-b, essential for unlimit
ed duration, unless she can be re
placed by a qualified public health
