These included the county manager, tax collector and assist ant clerk of court. These became law on March 17th. The tenth measure introduced by Mr. Palmer was a bill to permit oflicials to act as bonding agents. This became a law on March lihli. During the 67 days the legisla ture was in session 1.454 measures were introduced. Ol these 1.1(17 actually became laws The large percentage were local bills, deal ing with purely local problems. For the most pari, a high de gree of harmony prevailed between the members of each House and between the Senate and the House. Perhaps the hardest lights of the session centered about teachers' pay the tug of war between the superintendent of public instruc tion and the controller, the medi cal care program, and legislation concerning local wine and beer sales. As usual where opponents and proponents are fairly evenly divided, compromises were ulti mately worked out so that all parlies, though not completely sat isfied, got part of what they want ed. With respect to the beer and wine bill.,, of which there were ap proximately 40, the House l lnanee Committee adopted a policy of striking out provisions relative to beer .except in a few instances in volving sales near schools, churches, etc.) and of reporting favorably bills which aul hoi i.ed local governing bodies to refuse to issue licenses for the sale of wine.
