Asserting that education is the foundation stone of democracy and must therefore be regarded as a national responsibility, Monroe M. Redden, candidate for Congress, has declared himself in favor of Federal aid for schools. "In my opinion Federal aid is the one hope of standardizing and equalizing educational opportunity and teachers pay throughout the nation," Mr. Redden said. "The economic condition of the Soutli will not permit us to match the great industrial wealth of the North and East except through Federal grants. If this can be done without the Federal govern ment dictating our school policies, I think it will be a great educa tional move in behalf of our entire Southland. "It is not enough for a Con gressman to say '1 will vote for the bill.' He should be active and energetic in its behalf. Passive support is not often regarded vith accomplishments. "Already the teachers' load in the school rooms of North Caro lina has become so great that it is an unusual burden on the teach er and a hardship uii the pupil. When a teacher is required to have in her class more students than she can teach, it is a condition in which both teacher and student sustain a loss. On the other hand, we realize our state has about reached its maximum levies for school purposes, unless our eco nomic conditions improve. "The teacher is perhaps the most underpaid of all professions, and yet the teacher does not stand to gain as much from Federal aiil as do all the people as a whole. "Education is a National respon sibility and for that reason the Federal government should make grants to states for educational purposes. If elected to Congress I shall actively support Federal aid for this purpose." MAKE BIKINI TEST WITH MODELS , USING MINIATURE MODELS, three 0. Army Plane VIENNA Four Russian fighter planes made runs on a United States Army C-47 transport and fired from two to four 37-mili-meter shots off the plane's wing last week as it came into the United States Army airport at Tulln, just outside Vienna. Airmen at the field identified the fighters as l-3!)s furnished to Russia by American Lend-Leasc. Because the airport is inside the Russian occupation zone, the Russians have prescribed strict regulations for the operation of American aircraft. The incident took place about half an hour before the arrival of the plane carrying a special party of American editors now touring Germany. The latter plane was not molested. Carmichael, controller of the University of North Carolina, said recently that during that year North Carolina colleges could ex pect 50,000 persons, above present enrollment, to seek admission. Reporting on a meeting of the National Fducation Association and the Veterans Administration in Chicago, Carmichael said 1950 was expected to be the peak year in the number of veterans wanting college training. He spoke at a meeting of the executive committee of University of North Carolina trustees, follow ing which it was announced that Governor Cherry would appoint a committee to study the problem. The committee will report to the Governor, who may then call a con ference of North Carolina college leaders. The trustees' executive commit tee approved the addition of $100, 000 to the $1,000,000 which will be borrowed for the erection of two dormitories at State College. The additional money was found necessary when bids on the proj ects were higher than anticipated. The $1,100,000 will be borrowed by the N. C. Slate Foundation, Inc., from the Wachovia Bank and Trust Company. The sum will be paid with returns from rent.
