Inter-American Highway Construction
Continues As Time and Costs Mount
LOS ANGELES -Another three
to five years and an additional
$65,000,000 will be needed beiore
the 900-mile Inter-Ameriean High
way stretching from the Mexican
Guatemala border to Panama can
bo used for tourist travel, a United
S tes Senate subcommittee inves
tigating irregularities in construc
tion of the thoroughfare v.as told
during a two-day hearing hold in
Los Angeles.
Members of the subcommittee of
the Senate's Mead Committee, Sen
ators Hugh B. Mitchell (D ), Wash
ington, chairman, and Senator
Homer Ferguson (R.), Michigan,
arrived here by army plane from
Central America, where they have
been making a first hand study of
the uncompleted project.
The subcommittee mainly is in
terested why the Inter-American
Highway, the military portion of
which was scheduled to be com
pleted within less than a year at
a cost of approximately $15,000,
000, instead has cost the Govern
ment $43,000,000 anJ, after nearly
four years, still has 170 miles of
impassable, unfinished gaps.
Construction on the Inter-American
Highway, or Pan - American
Highway as it sometimes is called,
was begun back in 1925 when the
Mexican Government constructed
the portion of the highway which
ran from the Mexican border at
Laredo, Texas. This section was
completed and oepned on July 1,
1935.

Shortly thereafter the Federal
Public Roads Administration made
a reconnaissance survey of the pro
posed Inter - American Highway
running to Panama. Construction
was begun in 1936 by P. R. A.
engineers. In June, 1942. however,
the project was turned over to the
United States Army Corps of En
gineers in an attempt to rush
through an emergency military
highway when America's Atlantic
lifeline was threatened by enemy
submarines.
The Army appointed Col. Ed
win Kelton, a graduate of West
Point and former Los Angeles Dis
trict Army Engineer, director of
the Inter-American Highway proj
ect. He was given a 10-month time
limit in which to get the military
road built.

Senator Ferguson, Colonel Kelton
revealed that he had never before
built highways and that he had
never been to Central America.
The Colonel informed the com
mittee that he believed at the time,
and still does today, that if he had
been given adequate materials and
men the project would have been
completed by May 31, 1943, as orig
inally ordered by the War Depart
ment.
He told the investigators that he
was given very short notice to
prepare to take over the huge proj
ect. He said that he based his
figure on total cost of $15,000,000
from figures supplied him by the
Public Roads Administration who
were familiar with the terrain. By
August, 1942, after having made
a special tour of the Central Amer
ican area, Colonel Kelton wrote a
strong letter to the War Depart
ment informing them that If he did
not receive the necessary priorities
for equipment, the project should
be abandoned.
Instead of the work being aban
doned the Army gave the Colonel
a A-A-5 priority, the lowest given
a military job, and he was told to
do the best he could.
The project finally was aban
doned on orders of the War De
partment in October, 1943, when
it was decided more Important
work could be done eleswhere
The Public Roads Administration
took over the job and today is
working in all the Central Ameri
can countries, except Costa Rica.

WASHINGTON North Carolina,
its cities and its counties hope to
construct nearly $30,000,000 worth
of public works out of their own
funds within the next four years.
This is revealed in applications to
the Federal Works Agency for ad
vances for planning non-federal
projects.
The Tar Heel program is boosted
far beyond $50,000,000 when federal-aid
highways, river and harbor
improvements, flood control, veter
ans hospitals, postoffices and other
items financed wholly or partially
by the U. S. government funds are
included.
Congress allocated $65,000,000 to
finance planning for locally -financed,
postwar public works, but
FWA says none is granted unless
a governmental unit shows "the
capacity to build with its own funds
within four years." Advances are
repaid when construction starts.
114 Projects Approved
Of 138 projects in North Caro
lina on which advances were re
quested up to July 1, FWA ap
proved 114 to cost $25,332,818 and
allocated $670,776 for drafting of
plans.
The remaining 24 requests to
cost $3,173,485 still were under
FWA study.
The agency said it has a policy
of giving preferences to advances
for projects for which bonds al
ready have been voted or for which
cash is on hand.
Of advances already made, $310,
241 is for planning 50 sewer, water
and sanitation works to cost an
estimated $11,067,072.
The next largest item is for
$196,162 to plan a $6,772,329 expan
sion of 56 schools of the state.
Other approved advances include
$35,512 for public building plans
which ultimately are expected to
cost $5,744,415 and $108,119 for
$5,744,415 miscellaneous public fa
cilities. George H. Field, commissioner
of FWA's bureau of community
facilities, said no advances were
approved for projects on the federal-aid
highway system or for
private hospitals whicli may be
built with U. S. assistance under
the Hill-Burton Act.
Likewise advances have been
withheld from airports falling with
in the Civil Aeronautics Adminis
tration's $500,000,000 program.
North Carolna has asked ap
proval of $15,300 for planning five
additional school projects to cost
$579,000.
