Answer: The purposes of this act are to promote greater safety in the operation of motor vehicles in his state and to require financial responsibility of reckless, ineffi cient and irresponsible operators of motor vehicles. 3 Question: Does this bill require that automobile liability insurance be carried? Answer: No; the bill does not require this insurance be carried but by carrying insurance one pro tects against any penalties of the act. 4 Question: If a person never had an accident and was never ar rested, does this act have any pen ally'.' Answer: No. 5. Question: How may proof of financial responsibility be fur nished? Answer: '1 If an individual has automobile liability insurance he can meet the financial responsibil ity requirements of the act. i2 II he does not have insurance he may post with the Commission er of Motor Vehicles cash, securi ties or real estate in such amounts as the commissioner may decide, subject to a limit of $11,000. (i Question: What provisions contained in this act bring owners and operators of motor vehicles under the act? Answer: il) Section 7 provides any person whose operator's or chaulTcur's license has been re voked or suspended under the pro visions of the Uniform Driver's Li cense Act, shall not be entitled to have his license reinstated until he has given and thereafter main tains proof of his financial respon sibility. (2) Any person convicted of and any person forfeiting bond in con nection with any offenses set forth below shall have his license re voked for at least one year and shall not be reinstated until such person gives and thereafter main tains proof ot financial responsi bility. 1. Manslaughter for negligent homicide i resulting from the op eration of a motor vehicle. 2. Driving a motor vehicle while under the influence of intoxicat ing liquor or narcotic drug. ' 3. Any felony in the commission of which a motor vehicle is used. 4. Failure to stop and render aid ns required under the laws of this state in the event of a motor ve hicle accident. fi. Perjury or the making of a false affidavit or statement under oath to the department under this article or under any other law re lating to the ownership of motor vehicles. 6. Conviction or forfeitures of bail not vacated upon two charges of reckless driving committed with in a period of 12 months. 7. Conviction or forfeiture of bail not vacated upon on charge of reck less driving while engaged in the illegal transportation of intoxi cants for the purpose of sale. Answer: It will provide payment for all injuries where there is legal liability or the individual responsi ble will never be able to operate a motor vehicle in this or any oth er state with a similar law, except as noted in 2 and 3 under answer to question 7. 14. Question: Is this legislation in effect in any other state? His ability to overcome his handicap, and reach the important post of president of his club was a tribute to ability and determina tion. He made a moving plea for the disabled and handicapped. He said that one out of every five persons in the United States was either dis abled or handicapped; that one out of severi needed rehabilitation; that on'! out of eight had a disabil ity which was more or less perma nent. There are now 85,000 dis abled civilians and 228,000 disabled veterans in the United States avail able for reemployment. Of these, he said 100,000 disabled veterans I are now under training. The disabled veteran wants a job which gives him the dignity of self-support. He has earnea h, and is willing to work for it, and to maintain it. The federal and state govern ment is providing increasing serv ice to enable the disabled ana the handicapped to train for employ ment by which they may earn their livelihood. Any disabled civilian or veteran can learn of this service through the welfare agencies or veteran's organizations.
