When ti,t- began to found modern nations, they went over the head ol their bis; nobles to ask support of local leaders. Thus in 12;,4 Km; Henry HI of England asked tin henff of each shire to name two knights to meet with the king. Other kings in England and oth er countries called similar meet ings. They all wanted help and many people thought such meet ings were a burden. Parliaments Rose Gradually Only gradually did the power of parliaments show itself. The meet ings began to ask the king for things in return for their help. Fin ally their members came to be elected by a small part of the people. British colonies in America took up the ideas of voting and of legis- ' latures. They kept vote lists Jim-i ited mostly to property owners. One of the revolutionary ideas of ' the French revolution of 1848 was! that all male adults could vote. That idea spread, too. Many other sources have added to U. S. democratic traditions. The "Australian" ballot, for instance, came to America between 1889 and 1 900. We, the undersigned, do hereby certify that we are boiia residents and legal voters of the Town of Hazelwood, North Carolina, and that we have been Jnforjned that Grover C. Davis, the present Representative from Haywood Coun ty in the General Assembly proposes to secure legislative enactment of a bill to cbnolidate the Towns of Waynesville and of Hazelwood. We had no notice of Mr. Davis' intention until the day he left for Raleigh for the meeting of the General Assembly. Our leaders called a meet ing of the citizens of Hazelwood and more than COO were present and this question was discuss ed and explained and we failed to find that either Tovvrt : woyjld .derive any beiefit from $e consolidation and the consolidation would be unfair, unreasonable and unjust to the people1 of Hazelwood and from an economic standpoint would cost Hazelwood many thousands of dol lars and would disturb the existing set up in Hazelwood which is satisfactory to all of us, and would cause so many changes and unfavor able conditions that would affect the people of Hazelwood and in an unfavorable manner for many years to come. We, therefore, respect fully petition that the Bill for the consolidation uc rviiuuiunu, mi tuai n is not, enactc Ws peMon Js njade to Represent! the Legislative Committee, to the j semly as a whole and to the peopU oi Waynesville. We are perfectly willing that ij Creek area South of Hazelwood desi into the corporate limits of Hazelw will petition the Board pf Aldermen of Hazelwood to take such action as essary to take this section in, if tk volved votes to come in.
