The GI Bill provides that gener ally training must be initiated by July 25, 1951.' or four year after a veteran's discharge, whichever is later, and it must be 'completed bv July 25, 1956. In view "of the provisions of the law. the VA has ruled, the only tx-: ception to the rule will be tinx.e who were discharged after July 2j. 1947, and those who enlisted or re nlited under the Armed Forces Voluntary Recruitment Act. Those veterans who have started and actually are pursuing GI Bill training on that date, however, have the right to continue their rourses. Furthermore, the veteran who has started a course and who has continued in it will he eon- sidered to be in training even though he has temporarily inti rupted the course for the summer vacation or other reasons beyond his control. Once the veteran completes or discontinues his program of GI Bill training after the 1951 date, he may not start another course. (International) Special Lyceum Programs Set For Season At WCTC CL'LLOWHEE, N. C. ( Special i The college Lyceum committee has announced its program plan for the coming school year. For the fall quarter, the famous actor of stage and screen, Charles Laughton, has been scheduled. Mr. Laughton's program will include readings from I)e Maupassant, Tom Wolfe, James Thruher, The Psalms, and scenes from Shakespeare and some of his movies. The Robert' Shaw Chorale, o'ne of the better singing groups in the country, is scheduled for the Win ter quarter. The Chorale is up of about forty men and women, each a fine concert singer in his own right. Walter Carringer. a former student at Western Caro lina, is with this group. The Chor ale also brings with them a ten piece orchestra. The program for the snrin" quarter has not been definitely de cided upon. It re flects a combination of factors in cluding the big rise in farm in come in the period, substantial net mortgage reduction as compared with prewar, and lower interest rates charged by principal farm mortgage lenders among which the life insurance companies are prominent. Department of agriculture fig ures show that in 1918, the latest year available, farm mortgage in terest charges in the aggregate added up to $229 millions. Tins was somewhat above the compa rable figures for the three preced ing years, reflecting an uptrend in aggregate farm mortgage debt in the postwar period, but except for these it was the lowest such total for any year since 1912. In 1339 farm mortgage interest charges exceeded $300 millions, or 25 per cent more than the 1948 figure.
