Deferment Plan Given For Students - Faculty The Department of Defense poliey on delay In call to uetlve duty or members of the civilian components delegated the imple mentation of the policy to the Mili tary Department which, in turn. were authorized to delegate them to echelons which had the inform ations to cany out the poliey, The Navy, Air Force, and Army have now developed procedures for de lay in call to active duty. For all the services, a reservist must actually have received notice of his recall to active duty before making application for delay. Once orders are received, reservists who fall within the deferment cate gories established by the Depart ment of Defense should forward re quests for delay immediately. Mem bers of Civilian Components who are enrolled in institutions or en gaged in research or scientific activities or who are engaged in critical occupations or essential activities (educational services are listed as essential) may be consid ered for delay. Navy Procedure fnr Requesting Delay Requests fordelay must be sub mitted either by the reservist or the institution within 48 hours af ter receipt of orders, and should be addressed to the cognizant Naval District commandant if original orders were issued by or through the District commandant, or to the Chief of Naval Air Reserve Train irtg, Glenvlew, Illinois, if original orders were issued by or through that command. If request for delay is denied by either of the above, or no reply to request is received prior to the date for reporting to active duty, rese'rvists must comply with orders After reporting an appeal may be Initiated through the regular chain of command to the Chief of Naval Personnel for release to inactive duty. Requests for delay should be accompanied by statements testi fying as to the scholastic status of students; for faculty and research workers supporting statements and requests for delay by the institu tion are important. Delays for students will normally be to the end of the term; for faculty and re search the initial delay may not ex ceed six months, but further delay may be granted after the six months have elapsed. Members of Organized Marine Corps Reserve units must submit requests for delay to the Marine Corps Inspector-Instructor of the unit involved. S. prosperity still produces a strong demand for beef. But the supply has not kept uo with the demand. says the U. S. Department of Agriculture. Main cause, the deDartment snvs. is the fact that it takes a lone time to build up a breeding herd to pro-. duce more beef. Many growers are now building ud their herds To do it they must hold back calves that might be sold for beef to add to those herds. Thus, their nttemnts to get more beef actually reduce ( the supply. The department thinks it will be many months before supplies in the United States are adequate. In for recall' delay should forward re quests for delay to the headquar ters of the numbered Air Force is-' suing the orders. Delays of 4 not ' to exceed 30 days may be granted upon personal request in justifl-! able cases. For delays in excess of ' 30 days, either the reservist or 1 uie insiiiuuon mav lorwara a writ ten request along with documentary evidence supporting the request to the numbered Air Force issuinc the orders. Normal delay will be for six months, after which the case will be reviewed if further delay is asked. If request for de lay is fully justified, delav will be authorized before the individual leaves home. In doubtful cases, the reservist may be reauired to ap pear before a deferment board for a personal hearing. Deferment boards are set up at the nine Ait Force Processing Stations, and will be sent to units being activated. Appeals from decisions of defer ment boards or numbered Air Forces will be referred to the Com mand Appeal Board at the Contin ental Air Command. j If the request for delay is de nied or has not been acted upon by the reporting date, the reservist must comply with original recall orders. i , Army Procedures Members pf National Guard units which are ordered into Federal service will forward requests for delay in call to the coiiimnndintf officer for the organization called. i he- request will be forwarded to the Adjutant General of the St.ito concerned. Presumably each stale win lormuiate its own policies for granting delays within the frame work of the announced policy of the Department of Defense. All requests for delay should be sup ported by written evidence show ing the. individual's student or fa culty status. If the request for delay is de nied, appeal may be taken through the same channels outlined above. Members of the Organized Rp- serve who apply for delay will for ward requests through the Unit Instructor for the organization, who will in turn forward hp rp. quest to the Commander of the Army District issuing the orders. Unit Instructors will supply infor mation on all actions to the indiv idual. ( Appeals from decisions may be forwarded through the same chan nel to the Commander of the Army District who will push the appeal through to higher levels. ; Reservists not assigned to or ganized units will be ordered to duty Individually. Requests for de lay should be addressed to the Commanding General of the Army District which issued the orders. Appeals in case of denial of ap plication for delay likewise go through the Army District which will fojward appeals through chan nels. I Initial deferments from active duty may not exceed six months, but extensions may be aDDlird for when the deferment expires.
