Since ling to the Senate last July 15, Save diacn- ed the proposed ?ndment and read just about rything available on the sub I am am> many of you have e the aanif thing. I haven't like jumping up on the stump telling you that I know all the answers about a thing so impor tant and complex. I am still study ing it. At the time this is written, the debate on the door of the Sen ate is hot and furious. As one ol my friends who was visiting the gallery during''the debate said "Alton. I don't see how a Philadel phia lawyer could get all the facts for and against a thing like that in five years of study?especially with 1267 pages of fine print in the testimony before the Judiciary Committee." AMENDMENT Senator Walter F. George of Geurgiu has ottered a substitute amendment. Let me say that I con sider him probably the most out standing member of the Senate. He ha> been a member for 32 years. Chairman of the Foreign Re lations Committee and is now ranking minority member. He is considered one of the most promin ent Constitutional lawyers in the country. Senator George's sub stitute amendment seems short and simple enough. After he introduc ed his amendment. I asked Sen ator'George to brief me on his thinking. He did. in detail, and there were other Senators who joined me in listening to his ex planation. THE GEORGE SUBSTITUTE What Senator George said, with the earnestness and sincerity of a scholar of the old school, I shall never forget. He said that amend I PVT. I.ONNIK F. Ian Fergusson, first grade, leads the semester Honor Roll of St ing the Constitution is serious business, and that no surplus of words should be used in a propos | ed amendment. He feels, and I I most certainly agree, that the Con stitution should he the supreme , law of the land and supreme above ' everything, including international j agreements. His amendment says i that treaties or agreements which ? conflict with the Constitution shall | not be legal and that no interna tional agfeement other than a treaty shall become effective as in ternal law in the United States ex I cept by act of Congress. Perhaps | by the time you read this, the is j sue will have been settled and my, vote recorded. 1 favor the George substitute as middle ground. Many, of my colleagues fear that to in sist on the Bricker amendment all ? the way would result in a com-; r-lete defeat of all of the sugges-j tions and the George substitute seems to provide, they say. the j j safeguards necessary. It would ap- j pear that Senator George has come to the forefront to again prove I himself the great statesman we all i | know him to be. I feel confident that is thp reason President Eisen i bower called him to the White j House recently for his views. At ? the present time. 1 hope and be j tieve that the majority of the 1 Southern Senators will favor the | George substitute. THIS-AND-THAT Senator Hoey has been acclaim ed for his leadership in helping to work out in conference the final cotton acreage increase bill , . . He and I were over at the tele vision studios the other day to make our television film when we ran into the Vice-President who was just completing his program. He was rushing around in order to get back to open the Senate Session . . . Speaking of television, one of the Congressmen is report ed to have made a fluff for sure on television when he got up and proudly stated.. "Hello, ladies and gentlemen, I'm glad to come into your bedroom again." Of course, what he meant to say was "living room." ... I hope those of you who have an opportunity will read Dr. Harris' prayers at the open ing of the Senate each day. He is pastor of Foundry Methodist Chueh here in Washington and is Senate Chaplain . . . Senator Mon roney of Oklahoma wants to con vert a room In the Capitol into a prayer room for all members of Congress to use for meditation.
