In addition to these com- I mitteea, there have been meetings i of the Senate Interstate and For- I eign Commerce Committee and i the Calendar Committee which 1 acts when rotitlne legislation is | being handled on the floor. This I activity, plus the normal require ment of looking after matters per taining to the constituents of North Carolina, leaves no time for loafing or taking advantage of the normal tendency to yield to the pleasure of a doxe In the sunshine. The team on which 1 was playing was getting beat. terribly had ? In fact, the score was 43 to nothing. It is said that somebody asked me if we were getting beat and that I replied in the negative, basing my opinion on the assertion that our team had not been atibat yet so we couldn't be getting befit. TECHNICALITIES Governmental bureaucracy ha* been a topic of discussion since the birth ol the hation. I was im pressed during the recent confer ence- in connection with hurricane damage in North Carolina with the fact that some of the govern ment's lawyers must stay up all night trying to figure out how to i _J ? sompllcat' sU.iplicity. I got that < mpress) in Irom the meeting with secrete y Week* and tail attorney ?n dam ere waa a simple techni cality ttu t the Secretary apparent y knew should not stand in the vay of granting certain funds. It s this type of bureaucratic stali ng that takes so jnuch time in Washington. But things usually vork out In due course to the sat s faction of all concerned if the rause it legitimate. DELEGATION I am looking forward to the Na tional Rivers and Harbors Con gress in Washington. The North Carolina delegation under the co chairmanship of Mr. E. L. White, former Mayor of Wilmington, and Mayor George W, Dill, Jr. of Morehead City, will have a dinner on the evening of May 9. Our state is vitally concerned with rivers and harbor* legislation, and this is an opportunity for unified ac tion on the needs. You will be in terested in following the action of the meeting in Washington. The . North Carolina delegation is made up flf some of the most enlighten ed and interested people on prob lems and needs of rivers and har- i bors. Their contribution to the de- . velopment of our State is far more | m important that I can detail here. These delegates deserve a vote of appreciation for their unselfish contribution.
