Duplin Representative's Bill Brings Up Old Question By: LYNN NISBET la Kliu ton Free Press Baleigh, Mar. 23 The bill intro duced last week by Rep. Lewis i Outlaw of Duplin Authorizing land surveyors to prepare deeds for real estate brings to the front and old question about "unauthorized prac tice of law." CHANGES Under existing statutes, which many people con tend were written by and for law yers, no person other than a licen sedsed attorney can prepare a deed or other instrument of conveyance for real estate. The legal profession has protested any infringement up on this reserved right. The Outlaw measure would allow a registered land surveyor to prepare papers for division or transfer -of real property in cases where he did the surveying. OPPOSITION Spokesmen tor the State bar say the lawyers will oppose this loosening of present restrictions on two grounds: First they feel its enactment would re sult in many cases of faulty titles and cause a lot of confusion: and, secondly, they will resist any ef forts to open the doors for the rec ognized practice of law by anyboJy not formally licensed by the State Bar examining board. FEAR One lawyer, who said he was speaking only for himself and not for his profession, is in clined to favor passage of the bill. His idea is it will result in so much Lacy Weeks Says...
