State Chamber of Commerce finds
Uncle Sam is doing in his own
Federal household:
The Federal Government will
spend $4V4 billion njore this year
than the $36V4 billion it will col
lect in revenues. 'It is expected to
do substantially the same thing in
1951. '
In only two years out of the last
20 (In 1947 and 1948) has the Fed
eral Government balanced Its bud
get by living within its income. In
that time the public debt has risen
from $17 billion to $258 billion.
To return to a balanced budget,
the Council finds the Federal Gov
ernment may do one of two things:
either increase taxes or reduce
spending.
But taxes of one kind or another
are already taking more than a
quarter of the people's income.
And as to reducing Federal
spending, the question always ask
ed is ."Where?" Two senators, Har
ry F. Byrd of Virginia and Paul
Douglas of Illinois, have offered
some detailed answers to that $64
question with respect to the 1951
Federal spending budget.
Senator Byrd, among other
things, would eliminate 250,000
civilian jobs in non-military -agencies,
lop off another 80,000 civilians
from Military Establishment pay
rolls, reduce public works outlays
by $1 billion, and withhold Con
gressional approval from most of
the 34 new spending programs rec
ommended by the President in his
1951 Budget.
Senator Douglas' long list of budget-paring
proposals includes one
to reduce excessive vacation privi
leges of Federal employees. Both
senators see large savings oppor
tunities in the adoption of the
Hoover Commission's recommend
ations for consolidating and stream
lining Government agencies.

tractor maintenence program
through which nearly 130,000 club
leaders - and members have been
trained to know their tractors, care
for them well and operate them
efficiently.
Leaders receive special training
In tractor care and operation at an
nual State or district clinics, con
ducted by the Extension Service
of State Agricultural Colleges and
USDA cooperating. The leaders
pass on what they learn to club
members, who carry out the train
ing on the home tractors.
