submitted 29 bills to tMs General
Assembly; to date 8 have .passed,
9 have beerf killed, and 7 remain
in committee. Proposals on Judicial
organization, such s those trans
ferring (pursuant to .the recent
constitutional amendment) from
the, governor to the chief justice
the duty, of assigning superion court
Judges, have met general approval;
indeed the Assembly may go far
ther by setting up a 3 court divi
sions end providing mbre regular
Judges for the more populous dis
tricts, a step the Council opposes
until the chief Justice has a chance
to ease dockets through more care
ful assignment. On the other hand,
legislators are much more conser
vative in their approach to pro
cedural changes. They have Dis
approved 2 bills to permit Juries to
take exhibits tend Written instruc
tions into the Jury room, one which
would bar bystanders in ail cases
involving sex crimes, and five
more which would have simplified
civil and criminal procedure. Still
to be approved is the more essential
of 2 measures offered to make sure
that condemned prisoners will not
be executed while an appeal is in

records to public inspection except
those dealing with adoption and
