When some combination of events changes the water, these micro - organisms suddenly incre ase by the billions to disrupt the nature of the sea. Though similar phenomenon has occurred up and down the Atlantic and Pacific coa sts., it has not generally resulted in the killing of fish as has out breaks of red tide off the south' west coast of Florida.
