Governor William UmsteacT has
given his "official and personal en
dorsement" to plan for .the vol
untary safety inspection of automo
biles promulgated by the Carolina
Safety League. The free inspec
tions are to begin this ' snrina.

The movement is being directed
by the Carolina Safety League of
which T. A. Williams, Greensboso
automobile dealer, , is , ' chairman.
"This program is strictly volun
tary,' Williams said. "And the In
spections wont cost a penny .and I
wont entail any obligation on the
owners of the cars. We believe
that motorists will welcome an op
portunity to have their cars safety
checked if they are not subjected
to a lot of red tape and delay."
Governor Umstead issued, a form
al, signed statement giving his "of
ficial and personal endorsement" of
the program, which follows:
"I am happy to give both my of
ficial and personal endorsement to
the "Voluntary Motor Vehicle Safe
ty Check campaign sponsored' by
the Carolina Safety League.
"Before doing so I discussed the
plan in detail with the Commis
sioner of Motor Vehicles, Ed
Scheldt who is a director of the
League. I agree with him that the
State's, efforts for highway safety
will be aided materially by a suc-

Mr. Webb, a native of Rocky Mt,
comes to Klnston after serving as
assistant manager of Efird's Rocky
Mount store. He has been in the de
partment store business for more
than 25 years.
A Marine veteran, Mr. Webb en
tered service In 1941 and served
until 1946. Seven months of his
service was spent In overseas duty.

Drunken Driving
Convictions Off
Raleigh Drunken driving con
victions declined somewhat in Feb.
ruary the Motor Vehicles Depart
ment reported today.
In its monthly summary of viola
tions requiring the surrender of
driving privileges the department
said 767 Tar Heels lost their license
last month for drunken driving.
This was a drop of 50 from January
and a further decrease from the
819 such convictions reported in
February a year ago.
Speeders held their own with 198
convictions for over 75 mph; 100 for
two offenses of over 55 mph; 351 for
over 70 mph; and 11 for over 60
mph in a truck.
Miscellaneous violations, driving
after license revoked, transporting
liquor, manslaughter, hit and run,
unsatisfied judgment and improper
use of operators' license resulted In
1,041 revocations and 1,127 suspen
sions.

to require such inspection, the
League's effort to secure the vol
untary check-up of as many ve
hicles as possible, without cost to
the owners, should fill a real need.
Moreover, that part of tlte plan
which provides for stickers on the
windshields of cars checked and
found safe should prove popular
with those motorists who want to
do their part in the prevention of
highway' accidents.
"When the actual inspections be
gin. I will see to it that the State
owned automobile which carries
license plate No. 1 also carries a
sticker with the statement that it
has been checked and approved."

The actual inspections will begin
in April or May depending upon
delivery of the hundreds of thou
sands of green, white and black
stickers which have been- ordered.
Cars and trucks will be inspected
as to brakes, steering, lights, horns,
tires, windshields and windshield
wipers according to rules set down
in an . officially approved manual.
Vehicles which are found safe, or
which are made safe following dis
covery of mechanical defects, will
be given a signed and dated stick
er stating that they have been
checked and "approved." , k v
The North Carolina Legislature
passed a mandatory mechanical in
spection law in 1947 and the State
set up "inspection lanes' through
out the 100 counties. But the ad
ministration of the law proved so
unpopular that the next L u
ture Immediately repealed it Tiie
plan of the Carolina Safety League
calls for free, voluntary Inspection
at any one of hundreds of garages
designated as inspection stations.

The County Commissioners have given me authority to put
on a rabies program for 1954. Drr H. A. Phillips, Wallace, has been
named chief rabies inspector and Mr. Victor F, Williams, Wallace,
, has been named assistant rabies inspector. These two men will hold
clinics as to be advertised later and do house to house vaccinations
extending to July 1, 1954. After July 1, Mr. Williams will be accom
panied by a member of the sheriffs department to check on all un
vaccinated dogs. This means we are attempting to have a rabies pro
gram this year, f uthermore, it means that nobody else will be autho
rized to vaccinate dogs for rabies.
