C U4Bt-HKP '.'. , ' - FIVE AMENDMENTS FACE TJIE BALLOT TEST " - Tar Keels will vote on five proposed amendments . to the State Constitution in the November 2 general ; election. They are ) to authorize the General Assemti ; ly to provide for the retirement of members of the Su preme Court; (2) to authorize the General Assembly i to. create, a Board of Paroles; (3) to provide that no county shall be entitled to more than one senator in the General Assembly; (4) to liberalize residence require- ments for, voting, and (5), to eliminate short terms of office running between a general election and the fol lowing January 1. Amendment One: At present the Justices of the Supreme Court are allowed to retire after serving pre- scribed lengths of time and under certain other condi tions,, and upon, retirement they become Emergency Superior Court Judges and are subject to hold various terms of Superior Court. But there is no provision for these retired justices to serve as Emergency Justices - of the Supreme Court to take the place of a Justice who is temporarily incapacitated. The object of the amend ment, therefore, is to make such a provision. Amendment Two: At present the Governor has the power of reprieve, commutation and pardon, and the Board of Paroles established by Governor Umstead is an advisory board. The object of the amendment is to . permit the General Assembly to create a Board of Fa roles and confer upon it power now exercised by the Governor. ' Amendment Three: At present it would be permis-' . - m .i 1 j." 1 1 1 -siDie tor one county witn a large population, wnewer the county alone formed a senatorial district or wheth er it composed a senatorial district with otner counties, ita have more than one State Senator. The amendment would prevent this from happening. Amendment Four: The effect of this amendment 'would be to allow a person to vote if he has resided for -thirty days next preceeding an election in the precinct (in which he offers to vote. U-4-3t-HEP NOTICE OF SALE Amendment Five: At the present time when a va cancy occurs in an office in the executive or judicial ' department of the government of the state, the Gov ernor's appointee fills the vacancy only until the next ' regular election, and at the next regular election any person seeking to be elected to the office in question must run for election for the period of time between the election and the end of the term to which the person vacating the office was originally elected and must also v run for a regular term to commence at the end of the short term .The effect of the amendment would permit the Governor to fill the vacancy to serve the full bal ance of unexpired term if that term is to expire on the first day of January after the next General Elec tion. The above-mentioned amendment swill face the ballot test on November 2, and are worthy of close ex amination. ; ' We know from the past history of the Supreme Court that times do arise when additional Justices are needed to give the court a full bench. The proposed amendment making retired Justices available for emer gency duty on the bench would enable the court to have a full bench when an active member becomes in capacitated. We feel that the amendment will be in the best interest of the state at large and should be enacted into law. We. feel that in times past the power to parole has become grossly abused iri North Carolina Consequent ly we believe the establishment of a Board of Paroles will safeguard the public from abuse of the parole, and work in the best interest of the prisoner and the public. 0 Certainly, Amendment Three should meet the fav or of the voters In all counties with population figures sucn as wayne, Lenoir and Duplin. To adopt the amend ment is to keep the heavier!, populated, counties from dominating the entire political structure of the state. - At the present time for one reason or another popu lation shuts suddenly from pne area to another, depriv- ing a-persori of their right to vote because of time in residence should be, removed. As such a small number of eligible voters exercise the right to vote, residential requirements should be made easier for a person to ex ercise his right to vote. - ' , , ; ? ' , L . . "Short" and ''Regular" terms confuse many voters.
