Consolidation Of Charity Drives Cited
As Need By Chamber Of Commerce Men
Chapel\JIill—It is the concensus
of a large per cenUge of the
Southern Chamber or Commerce
executives, who held their annual
summer Institute at the Univer
sity of North Carolina this week,
that if at least 100 towns in this
nation would declare at once that
all drives in each town would be
federated during the year, and
that no other drives would be al
lowed, the dream of actual con
solidation of all drives in each
community would become a real
ity all over the nation.
Federation of all drives in all
towns seems to be the main ans
wer to the fund raising question,
the executives feel.
A symposium on fund rasiing
and solicitation control has been
held here each morning during the
Institute and has been conducted
by W. Roy Ulrich, manager of
the Atlanta, Go., Chamber of
Commerce, who has served as
moderator.
A majority opinion was that
such agencies as the Red.Crpss
and the polio foundation should
be “made” to come into a fed
erated drive.
Harry Krusz, general manager
of the Winston-Salem Chamber of
Commerce, told the group that
his Organization was working to
ward a program which would cut
drives in his town to only three a
year. One drive would be for cul
tural agencies, one for charitable
and one for capital improvements.
He explained the operation of
the “Appeals Review Board”

all drives in Winston-Salem at the
present.
The -discussion was extremely
heated throughout the week on
this 'fund, raising business which,
all executives agreed, was getting
worse instead of better. Therq
were many suggestions of pana
ceas for this ill.
One, and this was only one of

separate fund at the beginning of
each year and when drives came
along this fund would supply the
money needed if the solicitation
was found to be worthy.
Lloyd Foster, general manager
of the Birmingham, Ala., Chamber
of Commerce, disclosed there had
been 88 drives ih the past 18
monthis in that town, while Mod
erator Ulrich said that 33 major
drives for funds had been held in
Atlanta during the past year.
Only two towns in the whole
southern group seemed to be hav
ing much success to date with fed
eration of drives. They Macon,
Ga., and Orlando, Fla. There was
much discussion about Michigan’s
plan to federate all drives in that
by legislative procedure..
