FURTHER ACTION ON THE move to obtain some aid to Coun ty and local governments from the University may be spurred by the action of the Board el Di rectors of the N. C. Association of County Commissioners last weekend. They voted to request their full membership to recom mend to the next Legislature the appointment of a special commis sion to study the idea of the state making payments to local govern ments in lieu of taxes where there are substantial amounts of state owned property. EiraER A LAWSUIT — OR A settlement — seems in the offing regarding the enforcement of the anti-billboard ordinance in the Chapel Hill Zoning District. Build ing Inspector Howard Stewart said about three dozen billboards will have to be taken down. A 30-day grace period, after the required removal date of March 15, has expired and the matter now ap parently hinges on the decision of f General Outdoor Advertising Co., which owns more of the signs than any other firm. The thief, Frankie Suitt, captured and jailed in (Mare PEALINGS, page 1*1 Mothers of-the-year —Story on Page 6 ★ ★ ★ Precincts re-aligned for 'Hill' —Story on Page Recreation commission urges neighborhood park set-up The acquisition and de velopment of land for neigh borhood p^'ik and recreation al areas has been urged by the Chapel Hill Recreation Commission. j_ In a comprehensive report turned in to the Chapel Hill aldermen the Commission survey ed the community’s assets and nerds in recreation. ft found that according to na tional standards Chapel Hill need ed about 30 neighborhood play areas—one in each subdivision. While the need for these smaller recreation ard park areas was the main emphasis of the report, the Town was also urged to set up a recreation planning committee. This group, cooperating with Plan ning Board and responsible to the Recreation Commission, would be charged wUh Implementing a long-range recreation plan. Urge 3-stage plan The study urged that this plan be developed in three stages: (1) obtaining recommended land are&^aria erecting modest ities; and (3) construction of buff ings, pools, and other items of capitail improvement. As a part of the community’s long-range recreation develop ment the Commission urged that a recreation tax be passed tj in sure prc per maintenance nad de velopment of Ui various recrea lion area* or that special leads be authorised for these parpesee. In addition the passage of a> bond issue to obtain funds for im mediate purchase and develop ment of the park areas was also recommended. I Local government handbook revised edition is released A new edition of the Chapel Hill. and Orange County Local Govern ment Handbook was released this | week by the Chapel Hill Unit of the League of Women Voters. The 48-page booklet will be on sale at $.50 each in a number of places around Chapel Hill and Hilsboro, as well as at the League's Voters Service Booth in downtown Chap el Hill and Glen Lennox during the current voter registration pe riod. Featuring two - color precinct maps for Chapel HiE, Orange County, mid the Chapel Hill School Districts, the booklet was pre dated bv a--committee under the direction rfS^pfecker. Municipal and County of* ficials will be given these book* lets, as will the public libraries.
