A. regulations safeguarding food from loss, spoilage, or diversion to unauthorized use, offered to the Counties the commodities for needy families provided the Board of Commissioners will ac cept the same safeguarding re sponsibility. Tentative accept ance has been approved by the Commissioners. According to Stanford: First formal steps would be signing of an agreement promis ing to supervise the transporta tion, handling, warehousing and distribution according to the terms and conditions contained in a handbook of instructions re ceived from the N. C. D. A. and the U. S. D. A. Such supervision as pointed out in the commodity handbook i would require the oppointmenl j of a full time supervisor (and i then the state’s compliance is notj mitigated by this appointment);! adequate space facilities and per- j sonnel to repackage if necessary; ! adequate dry and, if available, refrigerated storage kept clean and sanitary, stored on racks above the floor, protected from rodents and theft, packed so as to permit the use of the oldest stocks first, stacked to permit proper ventilation, stacked to permit inventory check at any time, not stocked too high so as to overload the floor or cause unsafe handling. “If for any rea son the Board of Commissioners stores or permits storage of foods tinder less favorable conditions,’ the Board does so at its own risk and will be expected to reim j burse for any food lost. •accouniaoimy terms require that records be kept of food re ceived and the amount distribut cd to needy persons substanti ated by individual signatures on j a distribution record. The N. C. D A. will request restitution for any loss from negligence and from permitting use of food for unauthorized uses” such as pay ment of wages to workers.” The County Superintendent 01 Public Welfare, through an agree ment with the State Welfare Board and N. C. D. A. will have the responsibility of declaring eligibility of recipients. Automa tically eligible would be those receiving Old Age Assistance, Aid to the Blind, Aid to Depen dent Children, Aid to the Per manent and totally Disabled and General Assistance. Other needy persons would include the un employed, parttime employed and “other persons in need.” Private agencies may refer per sons to the superintendent. Final determination and certification remains with the superintendent. Eligibility is based on total in come of all members of the fam ily from all sources. In order to qualify one person in a family must gross monthly less than $75; 2 persons less than $95, three less than $105; upward $10 per person from this figure up to a family of 1ft persons requiring less than $175 monthly. Where emergencies other than income exist, income requirements may be waived. Applications should be re ceived only from the head of the’ family and only applicants with cooking facilities will be consi dered. The applicant must sweat that he is giving true and cor rect information. Certification of ' requests will be listed on distri bution cards and filed according to those approved and those dis approved. Ja concentrated effort must be made by the superinten dent to delete the certified per son whose income changes. “At least every three months each case must be reviewed.” Identification cards will be giv en to household heads which will be presented at the time of dis tribution. When the food is re ceived, it will be noted on the distribution card and signed by the recipient. If the household head is unable to appear, he may designate in writing a represen tative to receive his donation. F*ood distributd to one person for one month would include 5 lbs. corn meal, 10 lbs. flour, 2 lbs. rice, 4% lbs. dry milk, 7 lbs. lard, 2 % cans dried eggs, 1 lb. butter, 3% lbs. peanut butter (once a quarter) 3% lbs. canned pork & gravy and 3 lbs. rolled oats. The program is stated to last at least three months with a county having the right to termi nate participation on thirty days notice. - The Board of Commissioners, Orange County, is now in session in the Board Room at the Courthouse, Hillsboro, as a Board of Equalization and Review to hear complaints regarding property valuation for taxes.
