CONSTRUCTION OF THE Towne House apartment building on the new “Windy Hill” site in Chapel Hill took most everybody by surprise. Chapel Hill Fire man G. S. Baldwin, who lives almost in the shadow of the area where the two-story brick struc ture is planned, went home to lunch Tuesday to find a bulldoz er scraping off the earth on two sides of his yard. He didn’t know what was up until he inquired. CHAPEL HILL POLICE PA trolman Don Collier appeared pleased yesterday as he putt putted around downtown in the new $1,268 motor scooter he’ll use for checking parking meter violations. The new Cushman buggy drives like a car and is supposed to cost only one-cent a mile for gas. Local motorist, in formed of this, predicted the town would net at least $10 a mile in parking ticket fines. P.S.: The Police Dept, will keep its old threewheel motorcycle, for merly used for this purpose, as a “spare” and for heavy traffic auty. ANOTHER USEFUL NEW MA chine being purchased by the town is a $1,796 mechanical leaf loader. Like a giant vacuum cleaner, it hooks up via a large hose to the rear of a garbage packer truck and sucks leaves and debris from the ground di rectly into the truck. Town Man ager Thomas D. Rose said it would be a tremendous labor saver in the street crew’s au tumnal chores of picking up leaves stacked at the curbs. By either name the metal sidewalk roof project for the north side of E. Franklin St. has gained considerable mo mentum with downtown store keepers though there is still vigorous opposition from a mi nority. It’s still in the works and may be brought before the Town Board for a decision soon.
