THERE IS PLENTY OF scrambling going on backstage for various offices that will be come vacant as a result of the Umstead-Phipps shift. More than a few “patriots’” are looking to the future, too. Some have noted that they understand that Mr. Phipps would not stand for re election to the Assembly, thus throwing the race wide open in next year’s primary. State law, incidentally, requires the Gover nor to make his appointment of a successor from the party of the legislator whose vacancy is be ing filled.
