The exact reasons for the choice of color are not known. Psychologists say that yellow is a good color for bills, and blue a poor one. People respond most favorably to pink bills, they say. All of the bills were made up by Arista Data Processing Center in Winston-Salem. Chapel Hill has five copies of each bill. One of ’em is awaiting a second final notice mailing next winter in case the taxpayers don’t pay ’em before then. MARKING OFF OF ANOTHER pedestrian crosswalk in the main business block of downtown Chapel Hill will be recommended to the Board of Aldermen by its Streets Committee. When the mid-block crosswalk coming out of the alley was eliminated re cently another one 100 feet to the east was set up. To balance it and better protect pedestrians nego tiating the newly four-laned street, the additional crosswalk Will be urged.
