The Death Penalty.

republic has taken another ad
vanced step, and this step is a
long one, reaching as it does from
the guillotine to imprisonment
for life, in less than 100 years.
Few countries have so revolu
tionized its penal laws.
Yet what is more noteworthy,
perhaps, than the mere abolish
ment of the death penalty, is the
precaution taken against pardons
to those who may be sentenced
to imprisonment for life. In
this country states that have
obolished the death penalty have
experienced considerable trouble
because of petitions for pardons.
At the present time the governor
and council of Maine have before
them a petition for the pardon of
one, Gilman, who murdered the
mother of his affianced wife be
cause she objected to their mar
riage. He has been in prison
42 years, and, even in asking
pardon, he admits tlfat he com
mitted the crime, although under
provocation. Such petitons sup
ply the only real objection to im
prisonment for life.
Yet even this, objection is not
wholly disadvantageous, because
when a man is sentenced to life
imprisonment there is opportu
nity to correct errprs in his triajj
and conviction. Imprisonment
for life affords the state a chance
to modify punishment, even to
pardon, in case mitigating cir
cumstances may be subsequently
disclosed, or wrong done a com
paratively innocent person. But
precautions against too great
leniency should always be pro
vided, and France appears to
have provided them. Exchange.

there were but one potato left in
the world a careful man could
take it and in ten years
have enough seed to supply the
world. Suffering Ireland!
Would'nt a potato taste good at

Comparatively small things
sometimes w o r k wonderful
changes, both political and in
dustrial. The United States was
not recognized as a world power
until after the Spanish war.
The importance and magnitude
of the cotton seed industry was
not dreamed of, even in the
South, until the National Gov
ernment published the report of
its export trade. In a night it
became a leading issue. It stag
gered the olive growers in France,
Austia, Italy and Spain, who
had profited moet by it, and ef
forts were made to reduce its
value by resorting to the old gag
of protection to home industries.
In this country some members of
Congress gave indirect encour
agement to foreign interests that
resulted differently from what
was expected, by giving wide
publicity to the merits of cotton
seed oil, and strengthening its
products at home. It is here to
stay.
First Flag Bearer of the South.
Prof. C. H. TayloY, who died
at Charleston, S. C, last Satur
day, and whose interment took,
place here Monday, was one of the
most distinguished sons of the old
South. The first flag of the Con
federacy was raised by him at
Alexandria, Va., over the Mar
