Greco-Bulgar con flict. This decision was readied at a secret session of the council tonight, bat the program as outlined is con tingent upon compliance, by Greece and Bulgaria with the conditions of evacation and cessation of hostilities laid down by the council. The duty of the commission will be, first, to determine the facts, second, determine the responsibility, third, de " tide the question of indemnity, and fourth, study means to prevent a re currence of similar outbreaks in the future. A report of the findings will be submitted at the next; session of the council at Geneva in December.
