Sims, Washington Correspondent). ? <<.? * . ?' s If the nations of the world could get rid of their war fears then the price of American farm products would go up immediately and our surplus production would have a market abroad. It should be realised that Germany and Italy have been paying enormous subsidies to increase wheat production in order to be assured of a supply in event of war. Something along the same line has been apparent in pork and lard production. Foreign cotton markets have been lost largely because of cheaper pro duction elsewhere but they can be re gained, very probably, if subsidy pay ments here enable A merican cotton to sell abroad at world prices. This so lution, however, it not without serious difficulties. It might be worth while to re call that the world used less American cotton than in many years although total consumption of cotton set a new record. While before the war, from a quarter to a fifth of our wheat was sold abroad only five per cent went overseas during the last season. Exports of lard, pork and other hog products ? representing part of our corn crop?have fallen to about one-sixth of the volume of the Nineteen Twenties. While Congress did not pass any crop insurance law and did not pass a crop control measure, including the ever normal granary plan, the legis lators enacted quite a few measures of interest to farmers. The following summary is taken from a * current news review of the record Congress. ^ Congress created the Farmers' Home Corporation, making farm ten- j ants, farm laborers and share-crop pers eligible for loans with which to | buy farms. Forty-year amortization at 3 per cent; $10,000,000 authoriza tion for 1938 fiscal year, $25,000,000 for 1939, $50,000,000 for each year thereafter. Also chattel mortgage loans at 3 per cent for equipment, sup plies; benefits for land conservation, utilization; $10,000,000 for 1938 and $20,000,000 for 1939-40 each. Overrode the President's veto on bill extending for one year the 3 1-2 per cent interest rate on mortgage loans made through national farm as sociations or purchased from joint stock land banks, to July 1, 1938, and fixing it thereafter till July 1, 1939, at 4 per cent, and reducing from 5 to 4 per cent land bank commissioner mmmm???* loans for two year*. Extending for four years, until Jan uary 1, 1942, Agriculture Department payments to cooperating farmwsun der soil conservation act until State plans become effective. Passed agricultural marketing act of 1987, re-enacting and revising AAA marketing agreements on milk, fruits vegetable for canning, honeybee lumdlers. Authorised $60,000,000 for Farm Credit Administration loans not to exceed $400 individually, at 4 per I cent interest, to fanners for crop production, livestock feed. | until June 80, 1989, the time for purchases, distribution of surplus for relief, continuing Federal Surplus Commodities Corporation. Imposed occupation excise tax on marihuana dealers, and required their registry. , -- Appropriated $2,000,000 for control I of plant diseases, insect outbreaks. Authorised $2,500,000 for Agricul ture Department aid to farmers in reforestation through landgrant col leges. Authorized Agriculture Department classification of cotton and publication of cotton market supply and demand information. i Time To Plant Fall And Winter Gardens Farm families who wish to enter the fall and winter garden contest sponsored by the State College ex tension specialists is that of prepar ling the soil and supplying it with plenty of stable manure or other or ganic matter. Among the vegetable that may be planted in August are : Broccoli, mus tard, Swiss chard, endive, lettuce, cauliflower, cabbage, turnips, carrots, beets, celery, collards, snap beans, lima beans, sugar corn, and tomatoes. Broccoli, cauliflower, and Chinese cabbage may be planted in hills 15 inches apart, or the seed may be sown in plant beds and transplant ed later. Side dress the plants with nitrate of soda three or four weeks after transplanting. Sow celery in plant beds and cover with burlap or heavy paper,, but re move the covering as soon as plant3 appear above ground. Transplant to field 6 or 8 weeks later. Set plants in double rows 6 to 8 'inches apart. Celery will not mature in acid soil. Wood ashes or hydrated lime broadcast over the soil a month before plants are transplanted will aid in maturing the celery. Sugar corn should be planted early in August except in sections where frost is delayed. I Lettuce may be sown in seed beds partially shaded during the day. Cov er bed with a layer of woods litter and water thoroughly once a week. Transplant to a partially shaded ploT, and give a side dressing of nitrate of soda a few weeks later. . .
