(3) Any person who has been leg ally adjudged insane,, or a congenital idiot, an imbecile, an epileptic or feeble-mi Tided, or who has been com mitted to or has entered an institu tion ss an inebriate or a habitual user of narcotic drugs, Bhall have his Heense and registration revoked, and shall not be returned unless the com mission is satisfied that he is com petent to operate a motor vehicle and only then if. he gives and thereafter maintains proof of his financial re sponsibility. . (4) The commissioner shall sus pend the operator's license, registra tion certificates nnd registration plates issued to any person who has failed for a period of 60 days to satis fy any judgment for more than $50 for damages because of injury to or destruction of property, including loss of its use, or any judgment for damages, including damages for care and loss of services, because of bodily injury to or death of any per son arising out of the ownership, use or operation of any motor vehicle.* (5) An unlicensed pereon involved in a motor vehicle accident, in which it should be determined that he was at fault involving damages in excess of $50 must show and thereafter maintain proof of financial respon sibility before obtaining a license. .
