On the bill's apex is the court-house the same old court bonse of wartimes where, the South asserts, justice has never been wrongly dispensed. In the afternoon the shadow of its weather vane plays lazily over the famous "Warenton town pump," wnicn tnousanas ot van- Pistol toters received a severe denunciation from Judge Coun cil, who dwelt at length on this subject in his charge to the :; Union county grand jury a day . or two ago. He said: "It'has class of our citizens to carry pistols in their hip pockets, un til it has come to be regarded almost in the light' of a right. This is truth and a truth that cannot be too often or too strongly emphasized. Were it not so, the annals of crime in this free and enlightened conn- try would contain a far smaller number of homicides than is the - case. MUNICIPAL IMPROVEMENTS. In view of the fact that Gas toniaisto ask the Legislature for an election on the question of, the issuance of $100,000 worth of bonds for municipal im provements, it is interesting to note that some other towns in North Carolina and in the pied mont section of South Carolina are moving along the same di- rection. Hardly an issue of any State daily appears without con taining dispatches from one or more towns regarding muni cipal improvements either in process of making or contem plated. Yesterday's Charlotte Observer told of such move ments inaugurated in at least three towns Lexington and Reidsville in North Carolina and Rock Hill in South Carolina. The city council of Lexington passed a resolution authorizing the issuance of bonds to the extent of $40,000, the entire amount to be used in paving streets. At Reidsville a petition is being circulated asking the Legislature to allow an election on the issuance of bonds in the sum of $20,000 or $30,000 for the extension of her sewerage system. Rock Hill's aldermen are considering the proposition of increasing the tax levy for the purpose of building a sewerao-e svstem. These are but three in stances caught in a casual glance at one issue of a State daily paper. Similar instances mav be found almost every day. The spirit of progress and pride on the part of "North Car olina towns is growing. Gas- be sidetracked and counted out of the game. She is plenty able financially to make these im provements. The committee appointed at tne recent mass meeting to draw up in legal form the re quest for an election. Helper, an employe of the Wadsworth Com pany, mysteriously disappeared from Charlotte some days ago and so far no trace of him has been discovered. If you wish to follow the small detachments or scouts that either army sent out of Warrenton, take any one of 50 or more paths, trai.s, and roads that lead there from. Every highway takes one to a wealth of local history But, if you would follow the bulk of the army, take the Cul pepper Court House road that bears to the left at Jlr. McCom ber's just as it has these hundred years. If you are as fortunate as I was you will meet a cbannjng uld gentleman. Capt. Anderson 1 Smith, of the Black Horse Cav airy mounted upon a magntfi cent animal that can trace ' Us ancestry back to the sleek, well groomed stock of the Black Horse, the envy of every trooper in the army. Cap. Smith is now 8U years ot age, yet rides his borse as well as when be led his command, and wears spectacles in a Nortberer's presence only wben the latter pledges secrecy. Gently have Captain Smith and his neighbors disinterred the bodies ot the Federal artillerists that Pope left hurriedly buried on the hilltop, and reinterred them in a pretty grove nearby. Fleetwood, the centre of the great cavalry v battle at Brandy Station, seven . "mites northeast of Culpepper, has ; been most charmingly, reclaimed by the Freemans, an English family, by whom its historical associa tion is generously appreciated. The ridge, Fleetwood proper. is crowned by those same cedars that gave such excellent cover to the skirmishers . during the battle. The old homestead has been replaced by a modern structure, but for posterity Mr. Freemsn has preserved one of the old buildings about which the battle tide surged.' Beverlv Ford, one of the arteries that fed the bloody con test, has long since gone out of use; the Thompson honse has disintegrated; . an oak sentinel guards the spot where General. Meade made his headqurrters; bis telegraph station is standing, and is used as a dwelling; the Confederate commissary headquarters has been remod eled into a fine modern home. Brandy Station itself has changed but little, its inhabi tants to-day numbering less than 100. ' The stock for the $30,000 yarn mill that is being erected at Cor nelius has been more than sub scribed for and a number of requests for stock bave been refused for this reason. The High Point Pipe and Foundry Company will enlarge its plant to an extent double its present capacity at once. For some time past the ; citizens of Kings Mountain bave been agitating the question of a build ing and loan association. .Monf day night Mr. Sam Wittkowsky, of Charlotte, came over and ad- dressed a large and enthusiastic audience which resulted in the organization of an association for Kings Mountain. After an address on the subject by Mr. Wittkowsky, Rev. J. M. Forbis also addressed the gathering. A canvass of the audience . brought out the fact that as many as 500 shares would be taken. It was agreed that a board of 12 directors' would be elected - by ' ballot and . these directors should meet at an early date and elect officers of the as sociation.
