In a speech in the House a day or two ago, Representative Champ Clark, of Missouri, gave expression to a truth, the force of which has on occasion struck us and to our con fusion. He said that country people are much more intelligent than city folks, know more about what Is go ing on and keep better track of pub lic affairs. He cited as instance, that opposition to the rivers and harbors bill comes mostly from the cities. "Country folks," he said, "know better than to criticise ap propriations for the improvement of rivers; they know that when you im prove a river you help every man within a radius of two hundred miles of that river." One reason for this preponderance of intelligence Is that the man in the country has more time to devote to the study of the news as he finds it in his papers. As a general thing, the farmer reads more papers and pamphlets and pub lic documents than does the city man, and he reads with one object in view information. As to our confusion on occasion: We have had country people to take up some subject of public interest and dis cuss it with a degree of intelligence that would make us blush for our own lack of reason and information in that particular case.
