Negotiations have been in progress for some time to obtain that many, but at best It will take several weeks to assemble that number of vessels at Galveston. The movement of troops is not all. They have not only to be fed, but need other things. As Impera tive as food is ammunition. Mate rials have to be purchased for re serve stock and clothing. A force of 1 00,000 men requires a great deal: and the larger the force the larger the needs. All this will have to be transported a considerable dis tance, and, as shown, the supplies will have to be transported, and mostly by ships. These should de rive a fairly profitable business from out the Mexican situation. So much for the cost in transpor tation and subsistence supplies. It is learned that the army is quite well off there with the exception or field guns and the ammunition therefor. The reserve for small arms is large, including new Springfield rifles, but nevertheless the manufac ture of small arms will have to go on with the greatest dispatch because the first thing to be done upon the organization of volunteer regiments and the mobilization of the militia is to keep the troops at the mobiliza tion renters at target practice. The expenditures of ammunition will commence even before the troops reach the front. While the Ordinance Department of the Government is prepared to carry forward the manufacture or ordnance materials, it will call upon all private plants for such manufac ture, and it may be expected that these will engage in overtime worK. The Government arsenals are to be worked on a 2t-hour basis. The 55 hour law will be disregarded. That is an exception allowed by law in time of war. Tbe figures grow even more Im pressive the more thev are studied. If the war becomes serious it is be lieved in military quarters that a two-year war would require four field armies. Even should the cam paign of conquest be short, it will i take time to preserve order and maintain peace in Mexico, and the suppression of guerrilla warfare will be a most difficult task. The cost of two years of the war on this basis Is estimated at $2,400,000,000, or $300,000,000 a year for each field army In tbe war.
