He declared that a $200 to $300 million road bond Issue could be financed without new or ad ditional taxes by using the cur rent one cent per gallon gaso line tax being used to pay off the Kerr Scott road bond Issue. That Issue will be retired five or six years ahead of time. Better roads will open up opportunities for new industry and will benefit the farmer and the only fair way to pay for Im proved primary and secondary roads Is by bond Issue, Preyer said. He predicted that the tobacco Industry will overcome the cur rent cigarette scare. "This is not the final chapter in tobacco, but the first chap ter." he said. "The more we learn about tobacco, the better off we will be. * ‘We can find what It Is In tobacco that carries the burden, if tobacco carries the burden. It may be that tobacco Is being blamed for something it didn't do. There are plenty of un answered questions in the to bacco report. We don't have any final answer, but we can do a lot through research to find the answer and to save tobacco." Preyer said North Carolina can do a lot to take up the slack, in the event of reduced emphasis on tobacco, by "breaking into the Eastern sea board food market, currently dominated by California and New Jersey. In the end, he pledged that if elected,- "I would serve no in terest but the interest of good government. The only call I shall answer shall be the call of my conscience.” Preyer was introduced by J.
