North Carolina contracting has been
at a standstill for the past three months
as offered and asked prices remained
too far apart for any trading. Producers
are interested in the 60-70 and
contractors in the 50-53 cents contracts.
A February estimate of cents to
produce cotton in North Carolina
indicates out-of-pocket, cash or
operating costs of about SI 74 per acre
or 35 cents per pound with a yield of
one bale per acre. Total costs including
machinery, equipment and rent were
about S240 per acre or 48 cents per
pound with a bale per acre yield.
The 1974 Cotton Pest Management
or Scout School for this area is
scheduled to be held at Centre Church
near Maxton Wednesday. The program
begins at 4 p.m. Extension entomology
specialists, research specialists and the
general cotton specialist will be in
charge of instructions. Anyone is invited
to attend.
Fire blight is appearing now in apple
and pear trees. It appears suddenly as
blighted shoots and fruit spurs soon
after bloom on these trees and also on
crabapple, pyracantha and hawthorn. It
is a bacterial disease. Rain and wind
help to spread the bacteria from the
bloom to the twigs and leaves.
Control is best accomplished by
cutting off branches with cankers during
the winter months. Streptomycin sprays
at 50 parts per million is registered for
use in sprays at bloom time and will
control most of the bacteria.
Don't fertilize too heavy in spring.
Blight is often less serious in sod
orchards than in clean cultivated
orchards. Blighted shoots may be
broken off eight inches below any sign
of discoloration of the bark. Also avoid
planting varieties of trees that are
extremely susceptible to blight.

Some new materials are being used in
the control of witchweed in Hoke
County. In 1969, personnel at the
Witchweed Laboratory found that
Ethylene gas could serve as an artificial
stimulant to cause witchweed seed to
germinate. This soil treatment with
Ethylene in cropland will be a very
important part of the witchweed
control program.
The gas is a non-toxic hydro carbon
which occurs abundantly in nature. It
has lots of industrial uses, including
ripening of bananas and tomatoes. It
can be knifed into the soil in many
young growinafiants. The crops include
corn, cottoaLjwybeans, tobacco and
many otheriTtle Animal and Plant Pest
Department treating some fields here.
HEROISM A WARDS - The husband of an Antioch woman, Shirley Day, received
the Soldier's Medal, the Army's highest award for non-combat heroism. Spec. 5
Wesley F. Day Jr., was cited for risking his life to save two Republic of Korea
aviators from their crashed aircraft January 9. Despite the danger of fuel fires,
Specialist Day freed the two from the wreckage and moved them to a hospital The

NEW YORK, MAY 18 -- What have
Federal grants - in - aid and revenue
sharing been producing for Hoke
County in the way of money?
To what extent did the local area
share in the $42.8 billion that was
distributed in the last fiscal year,
compared with the amounts that went
to other communities?
On the basis of Treasury Department
figures and a state - by - state analysis of
them made by the Tax Foundation, a
non - profit organization that keeps
track of government taxation and
spending, Hoke County's ^share was
relatively large.
An estimated $2,926,000 in grants
were awarded for local purposes in the
year under a variety of aid programs.
The total allotment for the State of
North Carolina as a whole amounted to
$937,000,000. It covered a number of
aid programs, such as public housing,
child welfare, hospitals and healthy
roads, schools and urban renewal.
The figures take into account onlv
grants - in - aide and revenue sharing and
do not include other government
expenditures in local communities for
goods and services.
As to the cost of these benefits, they
are met by each locality, in whole or in
part, by the portion of their income and
excise taxes that go into the aid
programs.
Hoke County's contribution for such
purposes last year was approximately
S2.692,000, according to a breakdown
of the figures. Statewide, the cost was
$857,000,000.
Not included in these amounts were
the matching funds that had to be put
up locally in connection with many
grants.
The Tax Foundation's study of the
way the aid programs are financed
shows that the $42.8 billion that
Washington returned to the states and
their sub-divisions last year took more
dollars out of 22 states then went back
to them in the form of aid.
Indiana was the biggest loser. It paid
$1.55 for every dollar of aid. The chief
gainet, was Alaska, which put up only 38
cents per dollar of aid received.
