?Hoke Graduate Named To National Office CHARLOTTE, N.C. - J. Kenneth Clark, vice president and director of corporate communications for NCNB Corporation, has been elected national treasurer of the Public Relations Society of America (PRSA) for 1975. Clark is-a 1949 graduate of Hoke High. A native of Lumberton, he is the son of Mayor H.G. Clark of Lumberton. Clark has served two years as a national director of PRSA, and also has been Southeast District chairman and North Carolina Chapter president. PRSA, with more than 7,000 members, is the largest society of public relations practitioners and is dedicated to the improvement of professional standards in the PR field. Clark, a 1957 journalism graduate of the University of North Carolina at Chapel Hill, was advertising manager of The Chapel Hill Weekly while in oollege. He worked for five years with The (^'harlotte Observer as a reporter and editorial writer before going into public relations in 1962. ? HUNT SAYS? Continued from page I spell out very clearly the confidentiality of the income tax records of the people of our state." This was an apparent reference to the controversy surrounding Rufus L. Edmisten, Democratic candidate for attorney general, who admitted not paying North Carolina income tax while claiming residency in the state. He worked for several years as a Senate aide and lived in Virginia. The question arose when an aide to Edmisten's opponent, James H. Carson, Jr., asked Edmisten if he had paid state income taxes. Edmisten, who was elected last week, has maintained that information on his taxes was leaked by the Republican-controlled state revenue ^department. Hunt added that with the GOP f controlling the executive branch and Democrats heading the legislative branch, "in the interest of good government" partisan politics must be laid aside. - AROUND TOWN ? Continued from page 1 academically and physical facilities. We will stretch the dollar and will be ever conscious of the money that has been entrusted (6 us by the taxpayers. ? ? My deepest appreciation to our many friends, personally and to the good women. I said from the very beginning that if the women backed us, we would pass the bond issue. They backed us to the limit, and for that I will forever be humble and grateful. Now I don't mean that 1 didn't appreciate the votes of the men. I really did. It would be very unkind of me if I didn't point out one man in particular. ?That is you, Sam. You backed me by helping mc get the money to put on the * bond issue and every way possible. At the risk of leaving someone out, which 1 certainly don't want to do, I would like to express my deep appreciation for the editorials written by The News-Journal staff and the editorials by WSHB. These two fine media gave us time and space so we could express our ideas. My appreciation goes to the folks who contributed financially so that in no way did we have to use taxpayers money to publicize the bond issue. These folks gave us money that enabled us to pay for the newspaper ads, ads on WSHB. bumper stickers, paper and postage. Without help from our friends, this would not have been possible. We have so much to be thankful lor in Moke County. That we have a people wlu> will listen and put the interest of their children's ? education above everything else. I am grateful to have a part of this county. It has been a highlight of my life to have been associated with people who have been so greatly interested in other human beings. a ? Sincerely, Raz -THIS IS THE LAW ? Continued from page 2 water conveys, as a general rule, both the land above the water and the bed of the stream to its middle thread. TI* State of North Carolina owns all lands beneath navigable waters within the boundaries of this State. A 1951) North Carolina statute defines navigable waters as "all waters which are navigable in fact." Watercourses are navigable in fact, according to the North Carolina Supreme Court, if in their ordinary state they have capacity and suitability for the usual purpose of navigation by vessels or boats such as are employed in the ordinary course of commerce, trade, and travel. The capacity of the water for such use rather than actual use is sufficient. u Although a riparian owner does not >Awn the bottom of a navigable j watercourse, he does own the bank or banks and is entitled to certain rights by virtue of this fact. He may. for example, ! construct wharves or piers, subject to I such regulations as may be imposed by ? legislation. J. Kenneth dark Service Personnel The son of a Raeford coupic has been assigned to Watcrtown Air Fore: Station, N.Y., following his graduation from the communications officer course at Keesler AFB. Miss. Lt. Paul T.H. Currie, son of retired LTC and Mrs. D.S. Currie Jr., Rt. 2, received specialized training in the maintenance of radio, teletype and cryptographic communications equipment. He will serve with a unit of the Aerospace Defense Command. A 1968 graduate of Hoke County High School, the lieutenant received his B.S. degree and commissioned upon graduation from West Point Military Academy. (USAF HOME TOWN NEWS CENTER) Wildlife Afield Let's take a quick quiz to see how much you know about the wildlife conservation program in North Carolina. Here's a hint. If you get all these questions right without guessing, you're unusually well informed because some of these are difficult. 1) TRUE or FALSE The daily bag limit on doves is set each year by the N.C. Wildlife Resources Commission following a study of the dove population by wildlife biologists. 2) TRUE or FALSE. If ?you catch someone hunting on your private, posted property, the best tlting to do is call your local Wildlife Protector. 3) TRUE or FALSE _lf you pay taxes in North Carolina, you are automatically contributing to state - supported wildlife programs to conserve fish and game populations and improve hunting and fishing. 4) TRUE or FALSE The deer population in North Carolina is undergoing a slow but steady decline as a result of changing habitat, poaching and hunting. 5) TRUE or FALSE If you like to hunt and fish, a career as a Wildlife Protector (game warden) Is a good way to combine business and pleasure. 6) TRUF. or FALSE A law-abiding sportsman who follows all state and federal laws governing hunting and fishing should never have to worry about violating any law pertaining to these sports. Okay, all finished? Here are the answers. I) This one is FALSF.. The daily bag limit on doves is set by Federal authorities under the U.S. Bureau of Fish and Wildlife. All migratory birds, including waterfowl, arc regulated by Federal authority, though states may select certain options on some species. 21 Again. FALSE. Though a Wildlife Protector may be able to assist you by verifying that someone is indeed hunting on your property, he cannot make an arrest for trespassing. The Wildlife Commission has no authority over trespass laws, so if someone is hunting on your property without permission, your best bet would be to call the Sheriff. 3) FALSE. No state taxes are channeled to support wildlife conservation programs in North Carolina. Such programs are paid for primarily by license fees from hunters and fishermen. 4) FALSE. The deer population is actually increasing in North Carolina, and is in fact higher now than at any time in recorded history largely as a result of wildlife management p.ograms supported by hunting license sales. 5) FALSE. I'll bet this one fooled you. Ask any Wildlife Protector and he'll quickly tell you that he's so busy enforcing wildlife laws during prime hunting and fishing times that he rarely ever has a chance to go hunting and fishing. 6) FALSE. Perhaps this wasn't a lair question, but although a knowledge and willingness to abide by all state and federal laws governing hunting and fishing is very commendable, it isn't enough to keep you out of possible trouble. Some communities and counties in North Carolina have passed local laws pertaining to hunting and fishing ^which may affect only a small area, but the sportsman is responsible for knowing about them too. That'* it. How did you do? If you got them all correct, take a how. You know more about wildlife conservation programs and laws in this state than <>0 percent of the rest of us. An indication of the growing concern over a coal shortage was evident this week as a few persons have hauled away burnable wood products disposed of at the city landfill site. City Manager John Gaddy was approached by the county Social Services Department last week regarding the disposal of tree limbs, construction wood scrap, and other usable wood to sec if such refuse could be made available to the public. As a result of this action, the unwanted wood will no longer be buried and anyone wishing to haul it away may do so. officials said. THURSDAY. NOVEMBER 14.
